Job Description

. Budget Planning & Reporting

  • Coordinated and participated in the development of annual budget proposals for academic units, including budget execution reports and submission to governing bodies.

  • Prepared and reviewed consolidated budget requests in alignment with state educational orders and regulatory requirements.

  • Reviewed budget drafts for completeness, accuracy, and compliance with financial standards and methodologies.

  • Maintained analytical reporting on per-student expenditures, performed variance analysis, and delivered insights to senior leadership.

  • Verified financial data in 1C by funding sources, reconciled discrepancies with Schools and Accounting.

  • Reviewed procurement documents and contract drafts for financial compliance.

2. Process Optimization & Automation

  • Monitored efficient use of resources to identify internal reserves and reduce costs.

  • Participated in the automation of budgeting and financial reporting processes in collaboration with IT and other departments.

3. Government & Stakeholder Relations

  • Coordinated the preparation and submission of budget requests to government authorities.

  • Engaged with audit bodies and regulatory institutions on issues related to public budgeting and university funding.

4. Academic & Research Commission Support

  • Assisted in organizing and supporting meetings of the Academic and Research Planning Commission under the University Budget Committee.

  • Monitored the implementation of Commission decisions in coordination with Schools and departments.

5. Operational and Administrative Support

  • Prepared and processed internal documents for University approval processes.

  • Delivered analytical reports and presentations to executive management.

  • Provided consultations and methodological guidance to internal stakeholders on budgeting and economic analysis.

  • Participated in internal and external meetings on financial planning matters.

  • Involved in risk identification, assessment, and monitoring within the Division.

  • Maintained archives and documentation related to academic unit budgeting.

  • Acted as Deputy Division Director during temporary absences (up to 1 month).

Qualifications

Higher economic or financial education, preferably in higher education with teaching in English

With a bachelor's degree of at least 1 year in the financial and economic sphere or with an education in a higher education institution with English language training, work experience is not required.

Additional Information

 

Ability to work with programs Word, Excel, Power Point, Internet Explorer, Outlook Express;

Analytical abilities (make a prediction based on available data), communication skills; ability to work in a team (to maintain the priority of the interests of the organization over the interests of the structural unit), developed leadership qualities; stress resistance.

High level of PC ownership, experience with databases, as well as in the 1C system is mandatory. 

(Ability to work with Microsoft Office programs (Excel, Word, PowerPoint)

Excellent oral and written skills of Kazakh / Russian / English are required.
