Job Description

The Senior Manager performs the following duties and responsibilities:

1) preparation and execution of documents on issues within the competence of the School;

2)  organizing the recruitment of teaching staff (hereinafter - faculty): monitoring vacancies, placing advertisements, searching for candidates, formalizing decisions on the creation of recruitment committees/committees, including minutes of recruitment committees/committees and salary committee, maintaining personal files of candidates, correspondence with candidates, sending job offers, interaction with the OISSS on visa issues, organization of arrival and adaptation, etc;

3)  interaction and correspondence with academic and administrative staff on matters within the School's purview;

4)  developing, improving and timely updating job descriptions of the School's administrative staff;

5)  initiating, signing and monitoring service agreements with newly hired employees and visiting faculty;

6)  registration of labor, social and other leaves of the employees of the School; keeping records of leaves of the employees of the School, control over preparation and observance of schedules of regular leaves;

7)  taking part in adaptation work of newly hired employees, in organization and registration of workplace and documents of newly hired employees, including assistance to teaching staff in matters of Social Policy of the University;

8)  accepting requests and arranging home leave for the teaching staff, ensuring the payment of leave limits (reimbursement);

9)  administering the promotion and renewal of contracts with faculty; organizing and participating in the procedures for renewing employment contracts with academic staff of the School;

10) preparation of draft decisions and documentation on the imposition of disciplinary sanctions and incentives for School employees;

11) administration of health insurance issues for faculty members (maintaining a database of insured employees and their family members, receiving and processing employee applications, interaction with the Health and Safety Department, settlement of issues that arise);

12) assisting the HCD in organizing the evaluation of the School's administrative employees;

13) participation in the processes of risk identification, assessment, management, monitoring within the supervised area;

14) processing faculty housing inquiries and interacting with “USM”;

15) development and maintenance of decisions on the core activities of the School within their competence;

16) maintenance of the database in 1C system, implementation of its timely updating and replenishment;

17) preparation of analytical materials, presentations, information on certain tasks, instructions of the immediate supervisor within the School's competence;

18) perform the duties (substitute) of the HR Manager during his/her temporary absence (up to one month);

19) timely and properly performs the tasks of the immediate supervisor, the General Manager and the University management;

20) complies with the requirements of the legislation of the Republic of Kazakhstan and internal documents of the University;

21) is responsible for the observance of labor and work discipline;

22) be responsible for ensuring the integrity of official documents, as well as preventing the disclosure or leakage of confidential and business information, as well as information of limited access in accordance with the law, the Charter and internal documents of the Employer;

23) in case of dismissal, shall be responsible for the timely transfer of all paper documents, digital information, inventory to another employee as instructed by the immediate supervisor (under an acceptance certificate).

Qualifications

Education

Higher professional education, preferably in higher educational institutions with English language of instruction;

Priority areas of specialties:

- human resource management;

- law;

- finance;

- management;

- public administration;

- psychology;

- related specialties in the field of humanities.

Work experience

With a Bachelor's degree / Specialist - at least five years;

Minimum three years with master`s degree in the relevant area.

Knowledge

 

- Knowledge of the labor legislation of the Republic of Kazakhstan;

- knowledge of MS Office, Excel, PowerPoint programs.
