Job Description

1. Development and implementation of a strategy for interaction between the University and government institutions of the Republic of Kazakhstan in order to achieve the strategic goals of the University.

  • Organization and coordination of work on collecting and analyzing data on the external environment, including political, economic, social and technological aspects, to identify trends that can affect the strategic goals of the University.
  • Assistance in strategic goals setting: determining the strategic goals for interaction with government institutions, including preparing materials for discussion with senior management and key stakeholders.
  • Development and detailing of strategic initiatives: participation in the creation and detailing of a comprehensive interaction strategy, preparation of project documents, implementation plans and proposals for priority areas of cooperation.
  • Assistance in strategy alignment: Organize meetings and events to discuss and approve the strategy with key stakeholders, prepare presentations and information packages.
  • Monitoring the implementation of the strategy: Tracking the progress of implementation of the approved strategy, including collecting and analyzing data on the progress of projects, preparing reports for the Head of the Office.
  • Participation in strategy adaptation process: Analysis of results and changes in the external and internal environment to make proposals for adjusting the strategy, preparing justifications and analytical materials.
  • Communication with key partners: Maintaining connections with key representatives of government institutions and partners (at middle and lower management levels), organizing working meetings, coordinating information exchange.
  • Participation in the development of general strategic initiatives: Active participation in the development and implementation of general strategic goals and operational plans of the University, representation of the interests of the Office in interdepartmental working groups. 

Sustaining a positive image of the University by building effective communications and interaction with government agencies:

  • organization and coordination of the Office interaction with the central government bodies of the Republic of Kazakhstan, local executive bodies and Kazakhstani universities, including those responsible for the development of the digital economy and artificial intelligence technologies;
  • analysis of political and socio-economic processes in the country that may affect the activities of the University, including in the field of information and communication technologies, digitalization, artificial intelligence;
  • participates in the preparation of analytical reviews, reports and information materials for the University management on issues of interaction with key central government bodies, local executive bodies and Kazakhstani universities, including in the field of information and communication technologies, digitalization, artificial intelligence.
  • participation in the development and implementation of a strategy for interaction with central government bodies on issues of digitalization and artificial intelligence;
  • maintaining and development of relationship with key stakeholders in government agencies responsible for the development of the digital economy and artificial intelligence technologies;
  • analysis and monitoring of legislation relating to digitalization and artificial intelligence;
  • assessment of the impact from digitalization and AI related legislation on the activities of the University;
  • preparing analytical reviews and recommendations on adapting to the changes in legislative environment for the University management, in the field of information and communication technologies, digitalization, artificial intelligence;
  • initiation and development of proposals to improve the regulatory environment in the field of digitalization and artificial intelligence;
  • preparing proposals on participation of the University in a state and international projects related to digitalization and artificial intelligence;
  • planning and organization of meetings, seminars, round tables and conferences on digitalization and artificial intelligence issues with the participation of government agencies and expert communities;
  • participation in the preparation and implementation of events and projects in the field of digital technologies and artificial intelligence with the participation of government representatives and the quasi-public sector;
  • assistance in establishing cooperation between the research and educational departments of the university and government bodies to implement joint projects in the field of digitalization and artificial intelligence;
  • monitors and implements projects and initiatives related to digitalization and artificial intelligence, and also prepares reports for the management of the Office and the University;
  • analysis of the results and effectiveness of interaction with government agencies in the field of digitalization and artificial intelligence;
  • participates in the development of internal documents and procedures relating to interaction with central government bodies, local executive bodies and Kazakhstani universities;
  • on behalf of the Head of the Office, deputy head of the Office and the management of the University, representation of the University in external organizations and at public events within the competency of the Office;
  • preparing analytical notes for the Office Management on the latest changes in legislation and government regulations and their potential impact on the activities of the University;
  • coordination and preparing unified responses to central executive bodies, ensures the thoroughness and consistency of the University’s position in letters or at meetings with central executive and local executive bodies on issues of digitalization and artificial intelligence

 

Qualifications

Education

  • Higher professional education, preferably in areas related to educational policy, law, international law, public administration, digitalization, information and communication technologies;
  • Priority specializations: Management, Humanities, Education, Law, Political Science, Economics, International Relations, Information and Communication technologies, Engineering. Preferably in higher educational institutions with English as language of instruction

Work experience

  • At least 3 years in in government relations, strategic planning, public relations in international and/or national companies and/or public service. Preferably in the field of information and communications technology, engineering.

Knowledge

  • Knowledge in the field of public administration, information and communication technologies, digitalization, artificial intelligence, engineering. Understanding the processes of development and implementation of public policy, mechanisms for supporting science in the field of industrial policy.
  • Ability to analyze policies, programs and initiatives related to industry issues, innovation and propose data-driven solutions.
