Job Description

  1. forms and submits the summary budget requests of the University for a planned period and specification of the republican budget for the relevant year to consideration and approval by the competent body in accordance with the established procedure;
  2. participates and controls over development and execution of University and its organizations Annual budget;
  3. drafts reports on performance results and execution of the Annual budget for the expired period, submission to consideration of University`s relevant management bodies;
  4. prepares, revises and approves the documents of supervised organizations and with respect to supervised organizations, submitted to revision of University`s competent bodies in accordance with internal documents regarding the issues falling within Division’s competence;
  5. participates in preparation and consideration of calculations of primary cost of works and services performed by the University and its organizations as per internal documents and as instructed by the higher management within the framework of a supervised direction;
  6. prepares analytical references, reports and presentation materials as instructed by the management within the supervised direction;
  7. participates in complex economic analysis of financial – economic activity of the University and supervised organizations in accordance with internal documents and as instructed by higher management;
  8. controls over rational and economic use of material, labor and financial resources  in order to detect internal reserves, reduce primary cost of executed works, services and products, as well as prevent losses and nonproduction expenses within the supervised direction;
  9. develops and improves University`s budgeting methodology, as well as other normative, order and organizational documents with respect to the issues falling within Division’s competence;
  10. develops and introduces of amendments into reference, analytical and normative information, which is used to process data within the supervised direction;
  11. maintains correspondence within the framework of relevant duties;
  12. renders practical support to employees of University`s structural divisions under supervised issues;
  13. participates in meetings carried out by University`s structural divisions, state and other organizations;
  14. performs organizational events on carrying out of Budget Committee`s meetings;
  15. provides University structural divisions and organizations with the information on Budget Committee`s materials and decisions;
  16. controls over execution of Budget Committee`s decisions;
  17. participates in risks identification, evaluation, management and monitoring within the framework of a supervised direction;
  18. temporary performs the duties (replaces) of the Senior Manager during his/her   temporary absence (up to one month);
  19. timely and properly executes the tasks of the line manager and the University`s management;
  20. observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents;
  21. is responsible for exercising the labor and performance discipline;
  22. is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer;  
  23. in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).

Qualifications

Education:Higher-professional, Bachelor/Manager in the specialization of Economics/Finance;

Work experience: Three years min. Minimum one year with master`s degree in the specialization of Economics/Finance/MBA

Additional Information

Ability to work with programs Word, Excel, Power Point, Internet Explorer, Outlook Express;

Analytical abilities (make a prediction based on available data), communication skills; ability to work in a team (to maintain the priority of the interests of the organization over the interests of the structural unit), developed leadership qualities; stress resistance.

High level of PC ownership, experience with databases, as well as in the 1C system is mandatory. 

(Ability to work with Microsoft Office programs (Excel, Word, PowerPoint)

Excellent oral and written skills of Kazakh / Russian / English are required.
