Job Description

Senior HR performs the following duties and responsibilities:

1)    ensures effective budgeting of expenses in all oversees areas, including budgets for wage funds, professional development, recruitment, business trips, and social policy expenses;
2)    plans staff needs for the near future and for the long term, creating a database of employees, as well as the operational search for the necessary specialists for the School;
3)    assists the General Manager that the School’s structure and headcount are up to date and meet the School’s needs;
4)    ensures timely recruitment for the academic positions of the School;
5)    organizes the onboarding process of academic staff: job offer, preparation of employment contracts, introduction to the staff and welcome letter, organization of working place, info sessions, assistance in the adaptation of the accepted academic staff of the School, including issues related to the Social Policy of the University;
6)    participates in the development and assists in monitoring the implementation of draft employment contracts and supplementary agreements initiated by the School, as part of their official duties;
7)    records hiring, transfer, and dismissal of academic staff in accordance with the labor legislation of the Republic of Kazakhstan;
8)    maintains personal files of newly hired and current academic staff, makes registration of labor and social leaves, prepares drafts of labor contracts, issues certificates from the place of work, submits personal files of the academic staff to the University archive;
9)    maintains the timesheet of the academic staff of the School;
10)    organizes the promotion procedure of academic staff;
11)    organizes the renewal procedure of academic staff;
12)    organizes internship programs, training, advanced training, certification of employees, develops, organizes, and conducts training, social programs;
13)    monitors compliance with the internal rules of the enterprise; takes part in the resolution of labor conflicts and disputes, prepares draft decisions on the imposition of disciplinary penalties and incentives for the academic staff;
14)    ensures the safety of documents within the supervised area;
15)    ensures seamless HR processing and service delivery by interacting and collaborating with the Human Capital Development Department and other relevant structural divisions of the University, ensures School follows the University policies and procedures in the area of HR; 
16)    maintains correspondence within the scope of his/her functional responsibilities;
17)    participates in the identification, evaluation, management, and monitoring of risks within the framework of supervised direction;
18)    temporarily performs the duties (replaces) of the other Senior HR during his/her temporary absence (up to one month);
19) timely and properly executes the tasks of the line manager and the University`s management;
20) observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents;
21) is responsible for exercising the labor and performance discipline;
22) is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access by the legislation, Charter, and, internal documents of the Employer;   
23) in case of dismissal, is responsible for the timely transfer of all paper documentation, digital information, and inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer). 

Qualifications

Education     

Higher-professional, preferable from the higher education institutions with the English language of instruction

Priority areas of specialization are: 
- Management;
- Psychology;
- International Relations/Law;
- Public Administration;
- Human Resource management;
- Business Administration

Work experience    

Five years minimum. Minimum three years with a master`s degree in the relevant area

Knowledge    

- Knowledge of the labor legislation of the Republic of Kazakhstan;
- knowledge of processes and tools in the field of HR administration;
- knowledge of MS Office, Excel, PowerPoint programs;
- fluent in English, Kazakh, and Russian

Skills     

- Ability to work with a large amount of information;
- analytical ability;
- skills in developing rules, policies, agreements, and other documents;
- skills in writing analytical and informational notes
