Job Description

Manager performs the following duties and responsibilities:
1)    participates in the process of forming the School’s budget request for the relevant financial year and for the medium term within the supervised area; 
2)     organizes the process of searching and attracting administrative-academic and administrative staff of the School, organizes competitive hiring commissions;
3)    records hiring, transfer, and dismissal of administrative-academic and administrative staff in accordance with the labor legislation of the Republic of Kazakhstan;
4)    maintains personnel records, registration of labor and social leave, issuing certificates from the place of work of the administrative-academic and administrative staff of the School
5)    maintains the timesheet of the administrative and administrative-academic staff of the School; 
6)     maintains, fills in, and stores personal files of the administrative-academic and administrative staff of the School; 
7)    coordinates the setting of individual performance goals by the line managers of the School in respect to the Performance Management and Professional Development Policy. Provides technical and methodological assistance to the employees and line managers during the process of goal setting, mid-term review, and evaluation;
8)    provides assistance to the Department of Human Capital Development in organizing the evaluation of School employees;
9)    prepares draft decisions on the imposition of disciplinary penalties and incentives for the School employees;
10)     participates in the development of the structure, staff numbering, staffing table and social support of School employees;
11)    provides assistance in the adaptation of the accepted administrative-academic and administrative staff of the School, including issues related to the Social Policy of the University;
12)     submits personal files of the School employees to the University archive;
13)    responsible for the safety of documents within the supervised area;
14)    participates in the development and assistance in monitoring the implementation of draft employment contracts and supplementary agreements initiated by the School, as part of their official duties;
15)    maintains correspondence within the scope of his/her functional responsibilities; 
16)    participates in the processes of identification, assessment, management, and monitoring of risks within the supervised area;
17)    temporarily performs the duties (replaces) of the HR Specialist during his/her temporary absence (up to one month);
18) timely and properly executes the tasks of the line manager and the University`s management;
19) observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents;
20) is responsible for exercising the labor and performance discipline;
21) is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access by the legislation, Charter, and, internal documents of the Employer;   
22) in case of dismissal, is responsible for the timely transfer of all paper documentation, digital information, and inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).

Qualifications

Education     

Higher-professional, preferable from the higher education institutions with the English language of instruction

Priority areas of specialization are: 

- Management; 
- Psychology;
- Human Resource management;
- Business Administration;
- International Relations/Law;
- Jurisprudence

Work experience    

Three years minimum. Minimum one year with a master`s degree in the relevant area
Knowledge    - Knowledge of the labor legislation of the Republic of Kazakhstan;
- knowledge of processes and tools in the field of HR administration;
- knowledge of MS Office, Excel, PowerPoint programs;
- fluent in English, Kazakh, and Russian.
