Job Description

Specialist performs the following duties and responsibilities:
1)    prepares the necessary documentation, organizes and conducts informative presentations on travel expenses, conference and membership fees for School staff; 
2) provides consultation and methodological assistance to the School staff on issues related to travel expenses, conference and membership fees within one's competence;
3) processes requests for business trips, conference and membership fees received from the School staff; provides consultation on the possibility of filling out the necessary documentation for the relevant expenses; 
4) advises and assists School personnel on Social Policy of the University;
5) prepares and submits the reimbursement reports to the Department of Finance for the faculty of the School according to the Social Policy, specifically Home Leave Travel reports, reimbursement of children school fees, expatriation and repatriation of the family members, reimbursement of shipment expenses, membership fees and other;
6) prepares necessary documentation for visa application/renewal process and immigration issues and its further submission to the Office of International Students and Scholars Services;
7) provides consultation and methodological assistance on housing and relocation requests to the School staff;
8) provides consultation and methodological assistance to the School staff on medical insurance requests;
9) organizes internship programs, training, advanced training, certification of employees, develops, organizes, and conducts training, social programs;
10) takes part in the formation (adjustment) of the annual (medium-term) budget of the School in the framework of the supervised area, with the collection and formation of supporting documents; 
11) monitors the implementation of the annual budget within the supervised direction and makes proposals for adjustment; 
12) participates in the identification, evaluation, management, and monitoring of risks within the framework of the supervised direction; 
13) ensures the safety of documents within the supervised area;
14) participates in the development of draft contracts and supplementary agreements initiated by the School within the supervised area;
15) maintains, fills, stores, and submits the School’s employees’ personal files to the Archives of the University; 
16) maintains correspondence within the scope of his/her functional responsibilities;
17) temporarily performs the duties (replaces) of the other HR specialist or HR manager during his/her   temporary absence (up to one month);
18) timely and properly executes the tasks of the line manager and the University`s management;
19) observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents;
20) is responsible for exercising the labor and performance discipline;
21) is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access by the legislation, Charter and, internal documents of the Employer;   
22) in case of dismissal, is responsible for the timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer). 

Qualifications

Education     

Higher-professional, preferable from the higher education institutions the with the English language of instruction; 
 
Priority specializations:
- Human Resource management;
- Psychology;

- International Relations/Law

Work experience   

One-year minimum. No working experience with a master`s degree in the relevant area

Knowledge    

-    Knowledge in the field of labor legislation of the Republic of Kazakhstan and processes related to the personnel selection and management; 
-    knowledge of MS Office (Word, Excel, PowerPoint); 
fluent in Kazakh, Russian, and English

Skills     

-    Skills of work with documentation; 
-    basic negotiation skills;
-    basic workflow planning skills
