Job Description

  1. determines work priorities with tight and targeted deadlines;

  2. comply with the requirements for software development;

  3. develops and implements application programs in accordance with a specific subdivision of the software stack;

  4. installs, configures and optimizes system software;

  5. study of new applied software tools and platforms for further use in work;

  6. performs system administration work;

  7. provides database optimization;

  8. develops software following the principles of database normalization;

  9. eliminates emergencies associated with damage to software and databases;

  10. performs preventive work to maintain the performance of the tools used;

  11. reviewing the source code of other developers;

  12. source code refactoring;

  13. notices problems in time, finds out their origin and finds optimal solutions;

  14. develops technical, user and operational documentation.

  15. executes and coordinates several projects/tasks simultaneously until they are completed;

  16. adapts in a timely manner to changes in the field of IT in industries relevant to the performance of job functions defined by this job description;

  17. temporarily performs the duties (replaces) of the General Manager of Software of Software Office of Information Services during his/her   temporary absence (up to one month);

  18. timely and properly executes the tasks of the line manager and the University's management;

  19. observes the requirements of the legislation of the Republic of Kazakhstan and the Employer's internal documents;

  20. is responsible for exercising the labor and performance discipline;

  21. comply with the provisions of the internal documents of the University, which are of a generally binding nature;

  22. is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer;   

  23. in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).

Qualifications

Higher-professional, preferable from the higher education institutions with the English language of instruction

Priority specializations:
- Computer Science or related field;
- Management of Information Technology;
- Engineering

Work experience
Five years min.
Minimum three years with a master's degree in the relevant area

Knowledge

  • knowledge of the legislation of the Republic of Kazakhstan in the field of information and education;
  • knowledge of international standards in the field of information technology (hereinafter referred to as IT);
  • strong knowledge and experience in software development in accordance with a specific department of the software stack;
  • knowledge of managing and configuring server software;
  • technical documentation development skills
  • ability to model and design data structures
  • ability to work with relational and non-relational databases be able to work with frameworks;
  • skills to create new and improve existing functionality of information systems/services.
  • skills to fix bugs and errors in information systems/services
  • ability to analyze and solve problems
  • knowledge of version control systems
  • knowledge of messaging protocols for system integration (REST API, JSON, SOAP API, etc.)
  • Knowledge of SQL database query language
  • Fundamentals of information security
  • knowledge of the software development life cycle.
  • the ability to use information provided by the project to describe business processes and formalize requirements and their use in work;
  • skills in designing and visualizing user interfaces;
  • presentation preparation and presentation skills
  • skills in the development of internal regulatory documents;
  • skills in working with flexible or similar iterative development methodologies (Agile);
  • change and project management skills;
  • availability of certificates in the field of IT relevant to the performance of these functions (preferred);
  • knowledge of English, Kazakh and Russian languages

Additional requirements:

- knowledge of the internal mechanisms of the platform 1C: Enterprise 8;

- experience with 1C configurations: version 8.3 and higher - Accounting; SCP (or ERP), ZUP;

- knowledge and understanding of the stages of the software development life cycle;

- writing program code 1C (Reading and parsing someone else's code);

- maintenance of existing and development of new functionality in 1C: SCP, 1C: Accounting.
