1. consideration of requests for the purchase of goods, works, and services and other procurement documents within the competence of the Division;
2. consideration of requests for the purchase of goods, works, and services and other procurement documents within the competence of the Division;
3. timely filling in the unified register of purchases of goods, works and services, and maintaining and filling in other registers of the Division within his/her competence;
4. ensuring compliance with financial discipline for contractual obligations, by timely monitoring payments, as well as direct submission of requests for payment; 
5. development, organization of approval and signing of procurement contracts, execution of procurement contracts within the competence of the Division;

7. conclusion of transactions in a simple written form (payment invoice, proforma invoice), without concluding a contract.
8. interaction with government agencies, customs brokers on customs clearance of goods;
9. interaction with procurement initiators when considering documents for the procurement of goods, works, services within the competence of the Division;
10. preparation of draft letters on issues within the competence of the Division within the framework of its official duties;
11. negotiating and business correspondence with contractors on procurement;
12. timely and properly executes the tasks of the line manager and the University`s management;
13. observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents;
14. is responsible for exercising the labor and performance discipline;
15. is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer;  
16. in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).

Higher-professional, preferable from the higher education institutions with English language of instruction. Priority areas of specialties:

- supply chain management, logistics and procurement;

- jurisprudence;

- economy;

- finance;

- knowledge of the legislation of the Republic of Kazakhstan in the field of procurement, as well as civil, administrative, customs law, the basics of tax legislation;

- knowledge of internal regulatory documents regulating procurement procedures, conclusion and execution (administration) of contracts at the University;

- knowledge of processes and tools in the field of procurement of goods, works and services, conclusion and execution of contracts;

- availability of practice of working with an electronic trading platform and / or a public procurement portal;

- knowledge of MS Office, Excel, PowerPoint;

- fluency in Kazakh, Russian, English
