Job Description

Senior manager performs the following duties and responsibilities:

  • coordinates work, forms and submits summary budget requests of the University for a planned period and specification of the republican budget for the relevant year to consideration and approval by the competent body in accordance with the established procedure;
  • coordinates work, as well as controls over development of the Annual budget and organizations budgets, as well as their adjustment;
  • coordinates work, drafting reports on performance results and execution of the Annual budget for the expired period, submission to consideration of University`s relevant management bodies within the framework of a supervised direction;
  • prepares, revisions and approves documents of supervised divisions and with respect to supervised divisions, submitted to revision of University`s competent bodies in accordance with internal documents regarding the issues falling within Division’s competence;
  • prepares of analytical references, reports and presentation materials as instructed by the management within the supervised direction;
  • carries out economic analysis of financial – economic activity of the University and supervised divisions in accordance with internal documents and as instructed by higher management;
  • executes rational and economic use of material, labor and financial resources  in order to detect internal reserves, reduce primary cost of executed works, services and products, as well as prevent losses and nonproduction expenses within the supervised direction
  • develops and improves University`s budgeting methodology, as well as other normative, order and organizational documents with respect to the issues falling within Division’s competence;
  • coordinates and participates in work on development and improvement of reference, analytical and normative information, which is used to process data within the supervised direction;
  • maintains correspondence within the framework of relevant duties;
  • renders practical support to employees of the Entity under supervised issues;
  • cooperates with state bodies, research and educational entities, consulting and rating companies, financial analytics, other organizations and individuals regarding the issues falling within Division’s competence in accordance with the established procedure;
  • participates in meetings carried out by University`s structural divisions, state and other organizations;
  • performs organizational events on carrying out of Budget Committee`s meetings;
  • provides University organizations with the information on Budget Committee`s materials and decisions;
  • controls over execution of Budget Committee`s decisions;
  • participates in risks identification, evaluation, management and monitoring within the framework of a supervised direction;
  • timely and properly executes other orders of the Head of Division and University management within the framework of his/her job duties and powers;
  • temporary performs the duties (replaces) of the General Manager during his/her   temporary absence (up to one month);
  • timely and properly executes the tasks of the line manager and the University`s management;
  • observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents;
  • is responsible for exercising the labor and performance discipline;
  • is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer;  
  • in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).

Qualifications

Higher-professional, Bachelor/Specialist in the specialization of Economics/Finance

With a bachelor's degree of at least 5 years or with a master's degree of at least 3 years in the financial and economic sphere
