Job Description

  1. provides administrative, visa, logistical support for the international employees and their families, international students before and after arrival and subsequent stay on the territory of the Republic of Kazakhstan within labor, study contracts, inter-institutional agreements, exchange and studying abroad programs;    
  2. participates in the processes of risks identification, assessment, management and monitoring, and preparation of corresponding statements within supervised areas;
  3. participates in preparation of a budget call of the Office for relevant financial year;
  4. participates in specific processes of internationalization development, international cooperation and partnership support;
  5. participation in orientation program and consultation of foreign faculty and their families, international specialists;
  6. participation in development of proposals and recommendations on functional directions of the Office’s activity;
  7. participation in development of policies, rules and criteria for arrival/departure and support of faculty (social policy, visa support, policy on annual leaves, accommodation rules, etc.);
  8. collection and participation in collection of required material and preparation of draft information and analytical materials, reports and presentations for University management within the competence of the Office;
  9. maintenance of official correspondence with foreign partners, government agencies of Republic of Kazakhstan;
  10. interaction with other structural divisions of the University, its subsidiaries on the issues falling within the competence of the Office;
  11. within the competence of the Office, participation in the processes of initiation, development of draft agreements (memoranda, contracts, agreements) concluded with foreign partners and education and science organizations;
  12. collection and participation in collection of required material and preparation of draft information and analytical materials, reports and presentations for University management within the competence of the Office;
  13. within his/her competence and (or) as assigned by the University management participation in the processes of risks identification, assessment, management and monitoring within the supervised direction.
  14. temporary performs the duties (replaces) of the Senior manager for travel and migration support during his/her   temporary absence (up to one month).
  15. timely and properly executes the tasks of the line manager and the University`s management;
  16. is responsible for exercising the labor and performance discipline;
  17. is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer;  
  18. in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).

Qualifications

A Bachelor’s Degree is required.  Master’s degree in Public administration, Law, Management in education, Regional studies or related field are preferred. Preferably higher education institutions with English as a language of instruction.

For a Bachelor’s or a Specialist degree, at least 3 years of professional experience in areas corresponding to functional areas of the specific position in civil service, in international and/or national companies; or at least 2 years of work experience in the University;

For a Master’s degree, at least 1 year of professional experience in areas corresponding to functional areas of the specific position or at least 2 years of work experience in the University. Prior experience working with internationals preferred.

Additional Information

  • Knowledge of Kazakhstan's legislative and other legal acts in area of migration and local adaptation of foreigners is required;
  • Knowledge of international and Kazakhstan's travel regulations for foreigners is required;
  • Knowledge of hiring, recruitment and admission procedures and policies is required;
  • Knowledge of international and Kazakhstan's educational and scientific environment is preferred;
  • Knowledge of MS Word, Excel, Power Point
  • Knowledge of programming, web-design and internet marketing is preferred;
  • Knowledge and ability to organize negotiating process and protocol arrangements;
  • A working knowledge of word processing, spreadsheet, and database applications is required;
  • A working knowledge of budgeting is preferred;
  • Familiarity with languages other than English is preferred; 
  • The ability to develop knowledge of, respect for, and skills to engage with those of other cultures and backgrounds is required;
  • fluency in English, Kazakh, Russian (local candidate), if a candidate is international, knowledge of either both languages (Russian or Kazakh) from A2 level onward is an asset;
  • strong verbal and written communication skills;
  • communicative, organizational, and excellent time management skills (planning, ability to make decisions, take responsibility);
  • skills of risk-management, project management, preparation of reports and statements, official communication;
  • effective Cross-cultural and interpersonal communication skills are required;
  • proven ability to multi-task and deliver accurately to tight deadlines.
