Job Description

The Manager is imposed with the following functions:
1)    consideration of requests for the purchase of goods, works, and services and other procurement documents within their competence;
2)    procurement and purchase of goods, works, services, applying the Procurement Rules, as well as by requesting price offers and from one source based on the results of the request for price offers;
3)    timely filling in the register of purchases of goods, works and services, as well as maintaining and filling in other registers of Schools related to purchases, within their competence;
4)    procurement and purchase of goods, works, services in a simple written form of a transaction, without concluding a contract;
5)    approval of draft decisions, protocols, and procurement contracts;  
6)    submission of payment documents to the University's structural division responsible for payment operations, accounting and tax accounting, for making the necessary payments;
7)    conducting negotiations with contractors on the terms of contracts, signing and timely execution of procurement contracts;
8)    advising procurement initiators on procurement procedures and contract terms; 
9)    providing information to the General Manager for generating reports on purchases of goods, works, and services;
10)    participation in the processes of identification, evaluation, management, monitoring of risks within the framework of  supervised direction;
11)    timely and proper fulfillment of other orders of the Dean, the Head, General Manager and the University management within the framework of his/her official responsibilities  and powers; 

In order to fulfill abovementioned functions, Manager is execute following duties:
1)    timely and properly execution of tasks of the Dean, the Head, the General Manager and the University’s management;
2)    observe the requirements of the legislation of the Republic of Kazakhstan and the University`s internal regulations;
3)    perform job duties in good faith; 
4)    strictly respect labor and performance discipline; 
5)    observe the provision of the University`s mandatory internal regulations;
6)    in case of dismissal or transfer to another position –pass all paper and digital information, to another person, specified by the Head, under act of acceptance-transfer, and submit the inventory assets to the accountable officers of the University.

Qualifications

Education

Higher-professional, preferable from the higher education institutions with English language of instruction

Qualifications

Priority specializations: 
- supply chain, logistics and purchasing management; 
- jurisprudence; 
- economy

Work experience

Required work experience is defined in accordance with standard qualifications for administrative positions at the autonomous organization of education “Nazarbayev University”

Additional Information

Professional competencies

- knowledge of the legislation of the Republic of Kazakhstan in the field of procurement, as well as civil, administrative, customs law, and the basics of tax legislation;
- knowledge of internal regulations governing procurement procedures, conclusion and execution (administration) of contracts at the University;
- skills in developing internal documents in the field of procurement; 
- skills in implementing methodological guidance on procurement issues;
- experience working with an electronic trading platform and/or public procurement portal;  
- skills in forming a procurement plan, developing tender documentation, and technical specifications;
- skills in preparing and conducting presentations/seminars;
- skills in drafting contracts in the field of procurement; 
- procurement contract administration skills;
- knowledge of MS Office, Excel, PowerPoint;  
- fluent in Kazakh, Russian, and English
