Job Description

-   Participate, coordinate and control University Annual (medium-term) budget and its adjustments in terms of providing IT and library services;

-   Prepare, consider and endorse documents in terms of providing IT and library services, submitted for consideration of University`s competent bodies in accordance with internal documents regarding the issues falling within Division’s competence;

-   Coordinate work on preparation and consideration of calculations of primary cost of works and services performed by the University and its organizations in accordance with internal documents and as instructed by the executive management within the framework of providing IT and library services;

-   prepare analytical references, reports and presentation materials as instructed by the executive management within the supervised direction;

-   carry out complex economic analysis of financial – economic activity of the University in accordance with internal documents and as instructed by the executive management;

-   control rational and efficient use of material, labor and financial resources  in order to detect internal reserves, reduce primary cost of performed works, services and products, as well as prevent losses and nonproduction expenses within the supervised direction;

-   develop and improve University`s budgeting methodology, as well as other regulatory, administrative and organizational documents regarding the issues falling within Division’s competence;

-   coordinate and participate in work on development and improvement of reference, analytical and regulatory information, which is used to process data within the supervised direction;

-   maintain correspondence within the framework of relevant duties;

-   provide a practical support to employees of University`s structural divisions and organizations under supervised issues;

-   cooperate with state bodies, research and educational organizations, consulting and rating companies, financial analysts, other organizations and individuals regarding the issues falling within Division’s competence in the established order;

-   participate in meetings carried out by University`s structural divisions, state authorities  and other organizations;

-   control execution of Budget Committee`s decisions;

-   participate in identification, evaluation, management and monitoring of risks within the framework of supervised direction;

-   timely and properly execute other orders of the Head of division and University management within the framework of his/her job duties and powers.

Qualifications

Higher-professional, preferable from the higher education institutions with English language of instruction.

Priority specialization:

- Economics;

- Finance

Required work experience is defined in accordance with standard qualifications for administrative positions at the University:

Minimum 5 years 

Minimum 3 years with Master's degree

Additional Information

- Analytical skills (making predictions based on available data);

- skills of reports and analytical records preparation;

- ability to work with Word, Excel, Power Point, Internet Explorer, Outlook Express;

- ability to work in team (observe organization`s interests priority over structural division`s priorities)
