Job Description

-forms University Annual (medium-term) budget and its adjustments’ by compilation, coordinates work and controls drafting a budget request in terms of providing IT and library services, as well as submits it to consideration, approval and endorsement by the competent body in the established order;

-conducts regular monitoring of the University Annual budget execution in terms of providing IT and library services by formation of reports in automated control systems and formation of relevant statements within the supervised direction on a regular basis;

-participates in drafting reports on performance results and execution of the University Annual budget for the expired period;

-considers and approves procurement documents, draft contracts and other documents regarding the issues within Division’s competence;

-prepares and considers calculations of primary cost of works and services performed by the University in accordance with internal documents and as instructed by the executive management within the supervised direction;

-prepares analytical references, reports and presentation materials as instructed by the executive management within the supervised direction;

-participates in complex economic analysis of financial – economic activity of the University in accordance with internal documents and as instructed by executive management;

-controls rational and efficient use of material, labor and financial resources  in order to detect internal reserves, reduce primary cost of performed works, services and products, as well as prevents losses and nonproduction expenses within the supervised direction;

-develops and improves University`s budgeting methodology, as well as other regulatory, administrative and organizational documents with respect to the issues falling within Division’s competence;

-develops and makes amendments into reference, analytical and regulatory information, which is used to process data within the supervised direction;

-maintains correspondence within the framework of relevant duties;

-provides a practical support to employees of University`s structural divisions and organizations under supervised issues;

-participates in meetings carried out by University`s structural divisions, state authorities and other organizations;

-performs organizational events on carrying out of Budget Committee`s meetings;

-provides University structural divisions and organizations with the information on Budget Committee`s materials and decisions;

-controls execution of Budget Committee`s decisions;

-participates in identification, evaluation, management and monitoring of risks within the framework of supervised direction.

Qualifications

Higher-professional, Bachelor/Specialist in the specialization of Economics/Finance.

One-year min. At least 1 year with a master’s degree in Economics/Finance/MBA
