Job Description

Senior Manager  is imposed with the following functions:
1)    informing and consulting the Principal Investigator on budgeting, rules and restrictions on project administration, the legislation of the Republic of Kazakhstan and internal regulatory documents of the University, the procedure for processing documents, the current status of the project and obligations under contracts, requests within the project;
2)    joint preparation of a calendar plan for the implementation of the research project; 
3)    collection and processing of requests from the Principal Investigator and research assistants upon approval from Principal Investigator; 
4)    interaction with structural units and subsidiaries of the University on issues related to research projects;
5)    providing advisory and methodological assistance to the staff of the School on issues of research administration within one's competence; - conducting correspondence in the circle of one's functional duties.

7)    assisting in the preparation of technical specifications of purchased goods, works and services in the framework of project implementation; 
8)    taking part in the collection of primary documents necessary for the acquisition of goods, works and services in the framework of project implementation; 
9)    negotiating with experts to formalize the technical specifications with the needs of the project; 
10)    initializing the requests for the purchase of consumables and equipment (intangible assets); 
11)    taking part in the acceptance, inspection, testing of purchased equipment and supplies for the project as a member of the acceptance committee;
12)    negotiating with contractors for the technical execution of agreements within the framework of their authority; 
13)    timely and proper execution of agreements for the provision of scientific assistance services and contracts within the budget for a scientific project for the corresponding financial year; 
14)    the formation of requests for payment, certificate of rendered services in accordance with the terms of contracts and agreements;
15)    on project administration in terms of payroll and taxes conduct joint work with the HR Senior Managers of the School to conclude an employment contract / additional agreements and the ensuing issues from this decision; 
16)    timely and proper documentation of publications, works and services made by affiliated organizations, travel expenses, student travel, registration and membership fees within the budget for a research project for the corresponding financial year;
17)    preparing paperwork necessary for the accounting of purchased consumables and equipment (intangible assets), work and services and other expenses in the framework of project implementation;
18)    subsequent control and monitoring of the correctness of filling out documents;
19)    taking part in the formation (adjustment) of the annual (medium-term) budget of the School in the framework of the supervised area, with the collection and formation of supporting documents; 
20)    monitoring the implementation of the annual budget within the supervised direction and making proposals for adjustment; 
21)    monitoring the correctness of the reflection of expenses in the accounting system and consolidate with the Department of Finance to make adjustments; 
22)    preparing reports on budget execution with explanatory notes with a full description of the reasons for deviations in the context of supervised projects item costs;
23)    preparation of relevant materials for the meeting, ensuring the work of the School Research Committee; 
24)    monitoring of timely consideration of issues arising in the framework of project implementation; 
25)    informing interested parties about the decision of the Research Committee of the School and / or the Research Council of the University; 
26)    overall coordination and monitoring of the implementation of decisions;
27)    taking part in the search for suitable candidates for the position of project administrators;
28)    making suggestions for qualification improvement for Specialists and Managers to the Head;
29)    database administration as part of the School's research activities; 
30)    providing reports and data on issues within its competence, at the request of the structural schools of the university in agreement with the head;
31)    taking part in activities for the implementation of the strategic and operational plans of the School within the supervised area;
32)    taking part in the development, as well as in subsequent monitoring, to optimize business processes in terms of one's functional responsibilities; 
33)    consolidation of proposals at the School level and the submission of questions for consideration by the Management and Working Groups in the relevant area;
34)    timely and proper inclusion of data on the budget of the School into the information system for budgeting, and, if necessary, making suggestions for its improvement and further development;
35)    participation in the development and coordination with the authorized structural units of the University of methodologies, rules and procedures in the framework of the supervised area;
36)    compliance with internal documents of the University within the framework of competences and the implementation of recommendations based on the results of the audit;
37)    participating in the processes of identification, assessment, management, monitoring of risks within the framework of the supervised area;
38)    timely and high-quality execution of other orders of the Dean, and the Head and General Manager, as well as the University’s leadership within the framework of one's duties and powers.

In order to fulfill abovementioned functions, Senior Manager  executes following duties:
1)    fulfill the instructions of the Dean, Head and General Senior Manager and leadership of the University duly and on time; 
2)    timely and properly execution of tasks of the Head of division and the University`s management;
3)    perform job duties in good faith;
4)    strictly respect labor and performance discipline;
5)    observe provision of the University`s mandatory internal documents;
6)    in case of dismissal or transfer to another position – pass all paper and digital information, to another person, specified by the Head, under act of acceptance-transfer, and submit the inventory assets to the accountable officers of the University.

Education

Higher-professional, preferable from the higher education institutions with English language of instruction;
