Job Description

1)    participating in the development of new strategies and procedures of the Division to increase efficiency, improve work processes and user satisfaction, within Hardware Office of the Division (servers, IT communications, information support: data transfer networks, IP telephony, videoconferencing systems) (hereinafter – the Office);
2)    work with suppliers of goods/services within the Office;
3)    work on supporting the performance of contractual obligations, monitoring the timing of performance, within his/her competence;
4)    document management in the Office;
5)    participation in procedures for the acceptance of goods/services;
6)    preparation of technical specifications/tender documentation for equipment purchased by the University, within his/her competence;
7)    providing support and resolving incidents related to the operation of telecommunication networks, telephone and videoconferencing equipment, as well as methodological support of relevant issues;
8)    maintaining the working condition of technical means, as well as carrying out verification and preventive maintenance of equipment for the purpose of timely detection and elimination of malfunctions;
9)    industry commencing new equipment, carrying out its technical adjustment;
10)    ensuring timely backup of active network hardware configurations;
11)    making suggestions for possible upgrades and changes within the Office;
12)    assisting the Head and Chief Information Officer in coordinating and monitoring the execution of contracts and budget items within their competence;
13)    performing the duties of Office employees assigned by the Head during their temporary absence (business trip, social leave, regular work leave, temporary disability);
14)    participating in the processes of identification, assessment, management, monitoring of risks in the procurement system within the supervised direction;
15)    timely and proper fulfillment of other orders of the Head, General Manager and the University management within his/her responsibilities and powers.

 

Qualifications

Higher-professional, preferable from the higher education institutions with English language of instruction
Priority specializations:
•    computer science or related fields;
•    information technology management;
•    engineering

Required work experience is defined in accordance with standard qualifications for administrative positions at the autonomous organization of education “Nazarbayev University”.  
•    experience to support telecommunication equipment at least 3 years;
•    knowledge of the legislation of the Republic of Kazakhstan in the field of informatization and education;
•    knowledge of international standards in the field of information technology (hereinafter-IT);
•    possession of knowledge ensuring the smooth operation of equipment of local area network, telephone and video conferencing systems;

Professional competencies:
•    arrangement and principles of operation of telecommunication equipment, data links;
•    hardware and software of data transmission networks;
•    principles of operation and configuration of video conferencing equipment and control systems;
•    controls, measuring tools and devices used in trials, configuring, and testing active telecommunications equipment;
•    technical and operational characteristics, design features, goals and modes of operation of telecommunications equipment, rules for its technical operation;
•    comprehensive understanding of network architecture and client/server technology;
•    rules of registration of technical documentation;
•    change and project management skills for managing one or more large and complex programs/projects simultaneously;
•    ability to develop rules and policies;
•    skills in preparing and conducting presentations;
•    availability of certificates in the field of information technology relevant to the performance of these functions (preferably);
•    professional knowledge of MSOffice programs (Microsoft Word, Excel, PowerPoint);
