Job Description

  1. interacting with all levels of management of the University and be able to document existing processes, management and analyzing data, and providing recommendations to enhance business processes;
  2. providing expertise, business process analysis, change management, and other performance improvement;
  3. leading the analysis of business processes, and organizational structures using business process reengineering and improvement (BPR/BPI) methods and tools;
  4. providing with guidance and advice to the Director, the Chief Information Officer and the University management on the most effective and efficient use of resources to ensure positive and measurable outcomes within the competencies;
  5. developing and monitoring scorecard and other tools to measure success of process improvement initiatives;
  6. staying abreast of leading practices for business process documentation and execution;
  7. providing consultation and methodological assistance related to the reengineering of the University business processes;
  8. assisting the Director and the Chief Information Officer in coordinating and monitoring the implementation of agreements and budget lines within the competence;
  9. participation in identification, assessment, management and monitoring of risks within the supervised direction;
  10. temporary performs the duties (replaces) of the Director during his/her   temporary absence (up to one month).
  11. timely and properly executes the tasks of the line manager and the University`s management;
  12. observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents;
  13. is responsible for exercising the labor and performance discipline;
  14. is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer;  
  15. in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).

Qualifications

Higher-professional, preferable from the higher education institutions with English language of instruction

The minimum degree: Bachelor/ Specialist. 
Relevant work experience: Five years minimum.
Minimum three years with master`s degree in the relevant area

Work experience in implementing business improvement and performance evaluation projects (preferably).
Work experience in business process re-engineering and implementation in the organization/department (mandatory).
Work experience in implementing continuous improvement processes (preferably)

• knowledge of the legislation of the Republic of Kazakhstan in the field of information and education;
• knowledge of international Information Technology  (hereinafter - IT) standards;
• possess knowledge of improvement and reengineering methodologies and principles to conduct process modernization projects across Information Services and the University;
• clear understanding of the methodology of business process optimization;
• knowledge of Lean Process Improvement (LPI), its conducting and implementing;
• management skills to manage one or more complex programs/projects;
• mastery of program/project management methodology, tools and templates (includes program/project planning, schedule development, scope management and cost management);
• skills in drafting internal regulatory documents;
• presentation preparation and realization skills;
• availability of certificates in IT, relevant to the performance of these functions (desirable);
• analytical abilities;
• knowledge of MS Office programs (Microsoft Word, Excel, PowerPoint);
• proficiency in English, Kazakh, Russian languages
