Company Description
Main functional duties of the Department:
- 1) management of software development tasks related to development, debugging or design of software applications, operating systems and databases in accordance with the provided design specifications;
- 2) Implementation of enhancements to the existing software architecture and forecasting of future architectural enhancements;
- 3) effective implementation of software and IT support infrastructure at the University;
- 4) design of applications for management and maintenance of data security and integrity.
Job Description
- 1) assisting the Head and Chief Information Officer of the University in the development of Information Services (hereinafter – IS) policies and strategies for the creation, implementation, maintenance and technical support of web sites, web portals and mobile applications;
- 2) assisting the Head of the division in coordinating the Software (Mobile Applications) Office (hereinafter - the Office);
- 3) preparation of reports on the results of the Office within the time limits specified by the Head;
- 4) participation in the selection and implementation of organizational tools and automation of software development processes in order to improve operational planning and current operations;
- 5) development of normative documents on creation, implementation, co-location and technical support of websites and portals, as well as related to their functioning and capabilities;
- 6) assisting the Head in project planning, resource planning, as well as in monitoring the timing of Office projects within its competence;
- 7) preparation of proposals to the Head for the implementation of standards and practices in the technologies and software products used to build websites, web portals and applications within its competence;
- 8) providing quality user service, including interacting with users, answering user enquiries, and effectively handling complaints;
- 9) demonstrating effective collaboration, communication and presentation at various levels
Qualifications
Higher-professional, preferable from the higher education institutions with English language of instruction.
Priority specializations:

- - business administration
Work experience must meet one of the following requirements:
- with PhD/Doctor of business administration, degree, professional experience should be not less than 3 years, including 1-2 years of managerial work experience; or
- with Master's degree, professional experience should be not less than 5 years, including 2-3 years of managerial work experience; or
- with Specialist or Bachelor degree, work experience should be at least 7 years, including 2-3 years at managerial position, or in the areas corresponding to the functional areas of a concrete position in the public service, international and/or national companies, or at least 3 years of managerial work experience at the University and/or its organizations.

- knowledge of the legislation of the Republic of Kazakhstan in the field of information and education;

- - mastery of program/project management methodology, tools and templates (includes program/project planning, schedule development, scope management and cost management);

- - IBM WebSphere, MS SharePoint, JBoss, Sun GlassFish, SAP NetWeaver, or similar products;
- - means of integration of corporate applications using the system bus, integration adapters and web services;
- - knowledge of tools for collective development of applications using products SVN, CVs or similar;

- - Linux and MS Windows operating systems;
- - DBMS Oracle/MS SQL Server/PostgreSQL/MySQL operation principles;
- - HTML, CSS and JavaScript languages (jQuery library);
- - web programming (PHP/Java/HTML) and web servers (III, Apache);
- - knowledge/experience in developing and maintaining portal solutions;
- - knowledge/experience in the development of projects in the SVN, GIT;
- - preparation and presentation delivery skills;
