Job Description

5. Senior HR is imposed with the following functions:
1) Serves as the HR Business Partner for the School leadership;
2) Oversees all HR related matters in the School;
3) Partners and supports the leadership and HR employees of the School, in a proactive and consultative approach, in all areas of HR functions, including:
    Talent attraction (workforce planning, job analysis, recruitment: selection according to approved criterias, organizing hiring committee meetings, preparation of hiring decision, and selection);
    Talent engagement (organization of onboarding process: job offer, preparation of employment contracts, introduction to the staff and welcome letter, organization of working place, infosession, staff communications, team bonding, culture building);
    Talent and leadership development (performance management, learning and development, career development, talent management, and succession planning);
    Talent retention (compensation and benefits, rewards and recognition, staff wellbeing);
    HR Administration (employees personal files, business trips, leaves, visa and immigration support, employment contracts, timesheets, housing, etc.);
4) Ensures seamless HR processing and service delivery by interacting and collaborating with the Department of Human Resources Management and other relevant structural divisions of the University; 
5) Ensures that the School follows the University policies and procedures in the area of HR; 
6) Ensures that the School’s structure and headcount are up to date and meet the School needs;
7) Ensures timely recruitment for the academic positions of the School;
8) Ensures effective budgeting of expenses in all overseed areas, including budgets for wage fund, professional development, recruitment, business trips, and social policy expenses;
9) participate in the processes of risk identification, assessment, management, control, monitoring and generation of relevant reports within the boundaries of supervising area;
10) timely and proper fulfillment of other tasks assigned by the Head and the School leadership within the framework of his/her responsibilities and powers.
6.    In order to fulfill abovementioned functions, Senior HR execute the following duties:
1) timely and properly execution of tasks of the Head and the University`s management;
2) observe the requirements of the legislation of the Republic of Kazakhstan and the University`s internal documents;
3) perform job duties in good faith;
4) strictly respect labor and performance discipline;
5) observe the provision of the University`s mandatory internal documents;
6) in case of dismissal or transfer to another position –pass all paper and digital information, to another person, specified by the Head, under the act of acceptance-transfer, and submit the inventory assets to the accountable officers of the University.
 

Qualifications

Higher-professional, preferable from the higher education institutions with the English language of instruction. Priority areas of specialization are HR management, Law,  Management, Business administration. Professional certificates CIPD, SHRM would be an asset.
