Job Description

Secret Security Clearance & Master Electrician License Required.

NVE is looking for an On-Site Supervisor to assist in managing an electrical services contract at the Defense Logistics Agency (DLA) Headquarters Complex (HQC) at Fort Belvoir, VA and remote locations within a 25-mile radius of the HQC. This includes: Operation, Maintenance, Service, Repair, and Minor Construction/Alteration Services for buildings and structures of electrical systems, related components, systems and equipment. The On-Site Supervisor will have authority to act for the Project Manager on all matters relating to daily contract requirements when the Project Manager is not present/available.

The On-Site Supervisor shall be an experienced Foreman Electrician and have a minimum of ten (10) years of experience as a licensed Master Electrician (or someone with master level electrical knowledge).

The On-Site Supervisor shall possess at least five (5) years (within the past 10 years) experience as an electrical foreman, and shall be experienced in directing personnel and subcontractors responsible for the installation, operation, maintenance, and repair of electrical equipment, and the systems covered under the contract. The On-Site supervisor shall have five (5) years’ experience in the operation of a large building’s High/Low voltage electrical distribution systems with two or more main feeders, switchboards, Tie breakers, Emergency Generator Power Back-up Systems, UPS system, electrical systems, fire detection systems, fire suppression systems, ESS systems, CCTV surveillance systems.

The On-Site Supervisor shall be available on-site from 7:00am to 3:30pm, Monday-Friday and at any other times required to effectively manage all contract work.

On-Site Supervisor responsibilities will include:

1. Serve as secondary POC to client COR

2. Assist in overall administration of the contract and on-site management, including scheduling and staff management, and budget management.

3. Attends contract related meetings, provides necessary reporting, and acts as back-up to the Project Manager.

4. Execution of the overall site Quality Control Plan. 

5. Coordinate with subcontractors and contractors for repair, replacement, and preventive maintenance work, including procurement of proposals, contractor selection, as well as quality and cost control.

Resume must show the following:

1. Evidence of their knowledge and skill in performing and supervising on-site staff and subcontract personnel in management and supervision of electrical systems to include plant systems, substation and associated equipment, electrical cables, electronic and communications, manholes, duct system, transformers, circuit breakers, voltage regulator, capacitor, interior and exterior electrical distribution system and components (overhead and underground equipment).

2. Evidence of their knowledge and skill in performing and supervising on-site staff and subcontract personnel in management and supervision of security systems to include computer-controlled card access system, photo-imaging ID badging system, CCTV system, digital recording systems, access control systems, intrusion detection systems, duress alarm systems, and intercom systems.

Qualifications

1. Knowledge of the following trades/skills: electrical and general building maintenance.

2. Experience in technical operations supervision in facility management systems and/or service industry to include working, coordinating, supervising, and planning electrical maintenance functions preferred.

3. Must be able to read blueprints and as-built drawings.

4. Licensure as a Master Electrician.

5. Microsoft Office skills required (Word, Excel, Outlook, internet, etc.).

6. Strong written, oral, and interpersonal communications skills

7. Strong planning, organizing and controlling skills

8. An active Secret Clearance required

Note: Position may require joining the Union, if not already a member for IUOE, Local 99-99A.
