Job Description

The Facilities Security Division directs, manages, and evaluates physical security upgrades to Department of State (DOS) facilities throughout the United States.

The Facility Security Division (FSD) focuses on physical security upgrades to Department domestic facilities designated Facility Security Levels I through V utilizing the services of five Physical Security Specialists. The purpose of these five positions is to serve as a Project Officer within the Facility Security Division, with responsibility for providing physical security planning, oversight, and coordination for upgrades, renovations, and modifications to existing Facility Security Levels I-V Department facilities throughout the U.S. These positions are located in the Facilities Security Division, Office of Physical Security Programs, Bureau of Diplomatic Security, U.S. Department of State (DOS).

Primary Duties:
--Monitors physical security upgrades to Department facilities throughout the U.S. that are designated Facility Security Levels I-V.
--Recommends all physical security requirements for facilities upgrade projects.
--Reviews current status of countermeasures in domestic Department facilities to ensure the facility remains complaint with security standards and recommends additional physical security requirements, as necessary.
--Provides the design of the physical security features for facility upgrades. Examples of such security system upgrades include: proprietary alarm systems, automated access control systems, vehicle barrier systems, closed-circuit television systems and high security locking hardware.
--Identifies Uniformed Protection Officer requirements and coordinates with the uniformed guard contract COR.
--Works closely with GSA, Bureau of Administration, and private architectural and engineering contracting firms in planning and designing the physical security aspects of domestic facilities upgrade projects.
--Establishes plans and sets priorities for physical security projects to ensure deadlines are met, develops the scope of work, taking into account the budget, installation workforce, Department priorities, risks and vulnerabilities, and political sensitivities.
--Reports on the quality of projects to include final site inspections. Recommends the correction of any deficiencies in the quality of the services provided.
--Establishes and maintains liaison with GSA and contractors to ensure security installations are completed according to requirements.
--Initiates and tracks transfer of funds from other Department organizations to ensure completion of physical security upgrade projects.
--Coordinates project funding with requesting DoS bureaus/offices. Drafts construction security plans, coordinates and arranges for funding for all site security project requirements, including those requirements related to the protection of national security information, i.e., construction surveillance technicians, and securing procurement and security storage.
--Coordinates the approval of all requests for waivers of Department domestic physical security standards.
--Recommends security guidance to be included in contracts for security systems installations and other work to be performed at the Department's domestic facilities.
--Provides training, guidance, and assistance as needed to less-experienced staff members.
--Periodic US travel is required.
--May be required to work weekends and holidays.
Security Clearance:
Ability to obtain/maintain a Top Secret/SCI security clearance

Qualifications

--A minimum of six years of experience related to security disciplines and a Bachelor of Arts/Science degree is required. Four years of directly related experience may be substituted for the Bachelor’s degree requirement (total of ten years of related experience).
