Job Description

Duty Responsibilities

CSE personnel shall provide the following services:

Daily Check-In - The CSE must physically check-in with Airfield Operations Customer Service in Building 1220 each morning prior to the start of work and entering the airfield. The CSE shall provide the location of construction activities, identification, and proof of valid Certificate of Competency (AF Form 483).

Provide a log of all vehicles entering/exiting the project site. CSE shall have a list of all workers required to enter the ECP on a daily basis. 

Provide traffic control at active intersections when construction vehicles are crossing active roadways, taxiways, and runways.

Perform emergency procedures for gate closure.

Coordinate with the contractor on daily escort requirements.

Maintain surveillance of escortees at all times while on the CMA. Proper surveillance entails maintaining visual contact with the contractor to clearly observe all contractor activities.

Maintain proper situational awareness. CSE's shall not talk on the phone (except for official business), text, read, play video games, sleep, or perform any other activity that would distract the escort from their duties.

The CSE's cannot perform any other construction-related activities while performing escort duties.

 

Qualifications

Minimum Experience Requirements

All CE personnel shall meet the following requirements prior to assuming self-escorting related duties for the Taxiway Whiskey Project:

 

Be a citizen of the United States of America.

 

Possess, at a minimum, either a high school diploma or GED equivalency certificate.

 

Be at least 21 years of age.

 

Be fluent in the English language and be able to communicate effectively both orally and in writing to government personnel, the Air Traffic Control Tower, and other contractors.

 

Be drug-free and remain drug-free for the duration of the contract.

 

Be able to pass and obtain a Joint Base Andrews flight line driver's license in the performance of escort services.

 

Possess a valid Driver's License.

 

Possess or obtain a recent (within six months of contract date) local agency National Criminal Information Center (NCIC) check through civilian agencies at the expense of the contractor.
