Job Description

NVE, Inc. (NVE) is accepting applications for qualified U.S. Citizens to provide program analyst/ lease administration services in support of our client, General Services Administration (GSA). The successful candidate will serve as the Program Manager of NVE’s GSA task order program on-site. NVE Program Staff provide a wide range of lease administration duties including: Operating Cost and Tax Escalation Processes, Step Rents, and Change of Ownership/ Novations for the below GSA southeast regions. The Program Manager will oversee a team of Program Analysts, Senior Program Analysts, and Project Managers/ Leads and reports to NVE’s Vice President of Program and Administrative Support.
These services will be performed at the GSA Regional Office Building located at 2300 Main Street, Kansas City, MO. Although, assignments may be for a specific geographic assigned area, Program Analysts will not be limited to that workload, and may be requested to assist in or work on special projects or other geographic areas that may arise. Job duties are as follows:
Program Management/ Lead responsibilities include:

  • Manages the day-to-day operations of NVE’s GSA Zone 2 task order.
  • Works in support of the management and business operation of the program, department, or office.
  • Supports NVE headquarters and NVE’s Client (GSA) on a variety of tasks and projects to meet deadlines.
  • Exercises discretion and independent judgement on the analysis, planning, and/or implementation of important program initiatives.
  • Assigns and oversees workload/schedules of NVE team to ensure a balanced workload among the team.
  • Provides guidance/ assists designated team of Program Analysts/ Sr. Program Analysts/Project Managers with issues that require escalation to a higher level.
  • Performs quality control inspections and other quality control activities such as correcting deficiencies and ensuring proper training for designated team members.
  • Provides reports as required/ requested by client or NVE’s Vice President of Program and Administrative Support.
  • Serves as back-up to the Project Managers.
  • Reviews/ approves timesheets, leave requests, and expense reports (if applicable) for designated team members.
  • Develops and controls deadlines and ensure deliverables are met.
  • Conduct or participate in meetings with staff and/ or client.
  • Apply change, risk, and resource management.
  • Conducts 90-day and annual performance evaluations.
  • Counsels/ disciplines designated team members related to performance issues.
  • Conducts or participates in candidate interviews for open positions and provide feedback / assist with hiring decisions.
  • Provides research and analysis to specific projects.
  • Monitors program budget.
  • Reviews task order modifications.


Operating Cost & Tax Escalation responsibilities include the following:

  • Performs Annual Operating Cost Escalations to include reviewing files, preparing analysis, processing increase to rental payment timely;
  • Conducts Real Estate Tax Escalations to included reviewing files, obtaining all necessary information from Lessor or Taxing Authority, preparing analysis and processing rental increase or withhold timely;
  • Maintains ongoing personal contact with Lessors, Appropriate Taxing Authorities, Realty Specialists, Contracting Officers, Transaction Managers, Building Managers, Regional Legal Counsel, Data Managers, Budget Analysts, & Finance to obtain information and resolve problems.
  • Responsible for scanning documentation into the GREX program and resolving all scanning issues or errors as necessary.
  • Reviews Lease Files, GREX and REXUS System to verify Data (such as Lessor/Payee information, SAM/CCR Information, DUNS #’s, Base Cost of Services, Step rents, etc.) and process necessary changes as required by Lease Amendment and/or changes to the necessary systems.
  • Participates in regional/national data cleanup efforts, as needed.
  • Performs Quality Control (QC) on all actions, corrects, and resubmits as necessary.
  • Performs QC to insure submitted action passed through properly to client Occupancy Agreement (OA) and notify appropriate person if an error is identified.
  • Performs other duties as necessary in the management of files and the administration of leases.

Our client currently relies on several different data systems to manage different aspects of that process. The contractor will be responsible for determining the information required in each system, acquiring the data from several sources, and inputting that data into all of the systems as needed.
Step Rents responsibilities include:

  • Runs report to identify Step Rents to be processed and review lease and LA’s to identify any pertinent information. Follow Step Rent lease amendment instructions to determine appropriate Annual Rental
  • Checks Occupancy Agreement to determine if Step Rent has already been finalized and ensures that OA will bill appropriately on correct month.
  • Obtains permissions to move ahead with step rents and ensures that there are no late intervening action that would change the Step Rent. Enters increase/decrease in Rexus for processing andCO approval.
  • Performs QC on all actions, correct, and resubmit as necessary.
  • Performs QC to insure submitted action passed thru properly to client Occupancy Agreement (OA) and notify appropriate person if an error is identified.
  • Change of Ownership/Novations responsibilities include:
  • Processes Change of Ownership requests to include obtaining the required documentation and legal approvals, preparing a Lease Amendment, Novation Agreements, etc. and processing the Change in necessary data systems.
  • Performs Quality control on all actions, correct, and resubmit as necessary.

Qualifications

MINIMUM QUALIFICATIONS AND SKILLS:

  • BA/BS degree or equivalent experience in lieu of degree;
  • A minimum of 6 years’ work experience as in an administrative assistance, research and analysis, finance, contract administration, legal, or related field; experience in a Management, Lead, or Supervisory role;
  • Excellent interpersonal skills;
  • Ability to research, identify, analyze, and correct past lease administration errors;
  • Pleasant personality;
  • Excellent problem solving ability, leadership skills, and organizational skills;
  • Knowledge of project management methodologies, performance evaluation, and change management principles;

  • Computer savvy and proficient with GoogleDocs and Gmail

Position requires a background investigation for HSPD-12 credentials.
