Job Description

NCBA CLUSA is currently seeking a qualified candidate for the positon of Deputy Chief of Party for an anticipated USAID-funded proposal focused on improving and facilitating the economic integration of Venezuelan migrants and refugees in major receptor communities in Peru and Ecuador.

Program Objectives

  1. Develop and implement programs and/or expand and/or improve existing nongovernmental programs that support entrepreneurship and self-employment among Venezuelan migrants and refugees. This could include programs implemented by member-owned cooperatives and credit unions as feasible and relevant.

  2. Facilitate Venezuelan migrants and refugees’ access to formal employment opportunities through private sector alliances (with trade associations, cooperatives, credit unions and others), skills training/development, job matching and support for the recognition of professional and technical degrees (the activity is not limited to these specific areas of intervention).

  3. Increase/improve Venezuelan migrants and refugees’ access to credit and financial services, through credit unions and other financial institutions, both as a critical input for economic integration and to advance objectives one and two.

This will be a contract position pending award from USAID.

ESSENTIAL AREAS OF RESPONSIBILITY

  • Support the Chief of Party in overseeing the quality, cost-effectiveness, and timeliness of performance of all project work to ensure meeting objectives and targets.
  • Keep the Chief of Party apprised regarding issues of program management and implementation and serve as the principal assistant to the Chief of Party to resolve such issues.
  • Assists in the management of the project in all respects particularly public relations, communications of project information and results to the donor, the host government, project partners, and stakeholders to allow for informed decision making and a country-led initiative.
  • Assists in preparation of critical project documents including action plans, annual work plans progress reports, PMPs and budgets.
  • Oversees responses to ad-hoc information requests from the donor, host government counterparts, and COP.
  • Liaise with the donor and host government counterparts to ensure strong relationships.
  • Other duties as assigned.

Qualifications

SUCCESSFUL CANDIDATES WILL HAVE THE FOLLOWING QUALIFICATIONS:

  • Bachelor’s degree required in a related field of study, Master’s degree preferred.
  • Minimum 8 years’ experience implementing USG projects, preferably in the areas of financial inclusion, workforce development, social protection, local governance, and social inclusion.
  • Direct relevant experience managing USG funded multi-country projects.
  • Leadership: demonstrated ability to lead people and get results through others.
  • Excellent communication (both oral and written), analytical, organizational, interpersonal, and cross-cultural skills.
  • Demonstrated skills in effectively working with government counterparts in the cooperating country, USG donors, and other key stakeholders and partners.
  • Ability to successfully recruit, train, develop, motivate and manage staff.
  • Ability to negotiate and manage agreements and all required programmatic and financial reporting requirements.
  • Demonstrated understanding of USAID grant or contract rules and regulations is required.
  • Proven ability to produce results in challenging contexts.
  • Capacity to effectively deal with and resolve conflict.
  • Fluency in Spanish and English is required.
  • Experience in Peru, Ecuador, Venezuela is preferred.
