Job Description
For Universal United Kingdom Resort (UUKR) The Site Planning Compliance Manager is responsible for ensuring that all construction activities across the Universal United Kingdom (UUK) Entertainment Resort Complex (ERC) are carried out in full compliance with approved planning permissions, statutory obligations, and associated planning conditions. This role is a fully site-based position, embedded within the live construction environment, providing daily oversight of contractor activities to ensure adherence to planning requirements including Construction Environmental Management Plans (CEMPs), habitat protection and enhancement measures, flood mitigation conditions, working hour restrictions, and all applicable Special Development Order (SDO) conditions. Acting on behalf of the client, the Site Planning Compliance Manager works proactively with contractors, consultants, and internal teams to interpret planning requirements in a practical construction context, identify areas of non-compliance, and implement corrective actions. The role also supports the preparation, coordination, and submission of planning compliance documentation and plays a key role in facilitating site visits and engagement with governmental and regulatory bodies. The Site Planning Compliance Manager is responsible for fostering a culture of compliance across site teams, ensuring that planning obligations are clearly understood, effectively communicated, and consistently implemented throughout all phases of construction.
- Monitor and enforce site-wide compliance with planning permissions, planning conditions, and approved documentation including CEMPs, method statements, environmental management plans, and SDO requirements. Undertake daily site inspections to verify that all contractor activities align with approved submissions.
- Act as the primary on-site representative for planning compliance, working closely with contractors, site managers, and subcontractors to ensure clear understanding and consistent application of planning requirements within day-to-day construction activities.
- Identify, manage, and resolve non-compliance issues, working collaboratively with contractors to implement corrective actions. Provide practical, construction-informed guidance to support compliance, including development of revised methodologies, mitigation measures, and improved site practices.
- Support the development and submission of planning documentation, including reviewing contractor submissions, contributing construction-based insight, and ensuring proposed approaches are realistic, compliant, and deliverable on site.
- Lead engagement and coordination for external stakeholder interactions, including site visits from governmental bodies (e.g. MHCLG), planning authorities, and regulatory stakeholders.
- Ensure site readiness and accurate representation of compliance status.
- Drive awareness and education of planning requirements across the workforce, including participation in workshops, toolbox talks, and site briefings. Develop and share practical tools, guidance, and communications to embed compliance within site culture
- Understand and actively participate in Environmental, Health & Safety responsibilities by following established Universal policy, procedures, training and team member involvement activities.
Qualifications
- Bachelor’s degree or equivalent qualification in Construction Management, Environmental Management, Planning, Engineering, or a related field is preferred.
