Job Description

Position Summary

The Senior Manager of Development Licensing & Compliance leads the end‑to‑end process for securing all statutory and non‑statutory approvals, licenses, permits, consents, and planning permissions required. Working under the supervision of the Director and Vice President of Legal & Business Affairs, the role oversees the team coordinating submissions, managing complex approval pathways, and maintaining the comprehensive consents register. Ensuring adherence to government approvals and development agreements, collaborating with internal teams, consultants, government authorities, general contractors, and other stakeholders to manage compliance risks and maintain robust documentation. Additionally, the role contributes to training on planning conditions and provides clear, timely reporting to internal and external stakeholders to ensure transparency and alignment with regulatory requirements.

Major Responsibilities

  • Provide leadership and strategic oversight of the end‑to‑end process for securing all statutory and non‑statutory permits, licenses, consents, planning permissions, and related regulatory approvals required under national and local frameworks. Oversee and develop the team responsible for coordinating submissions, managing complex approval pathways, maintaining the consents register, and ensuring full compliance with associated conditions across the project lifecycle.
  • Maintain and continuously update a comprehensive consents register capturing all statutory and non‑statutory permits, licenses, planning permissions, and related approvals required throughout the project lifecycle, ensuring each entry includes applicable regulatory framework, required programme milestones, key deliverables, conditions, renewal timelines, and compliance obligations.
  • Support the ongoing management of legal and regulatory compliance by monitoring and ensuring adherence to all relevant planning conditions, statutory requirements, and application obligations. Work collaboratively with internal stakeholders, external consultants, and contractors to identify compliance risks, implement corrective actions, and maintain robust documentation in line with regulatory frameworks.
  • Design, deliver, and continuously improve comprehensive training programmes on planning conditions and compliance requirements, ensuring content reflects applicable regulatory frameworks. Collaborate closely with internal teams and subject‑matter experts, incorporating oversight and guidance from the Assistant Director, Legal & Business Affairs to ensure accuracy, consistency, and alignment with project obligations.
  • Prepare critical reports on the project’s compliance status against all relevant planning conditions and regulatory obligations, providing updates to internal leadership and external stakeholders -including government bodies and partners - as required, ensuring issues are escalated and documented in line with regulatory expectations.
  • Understand and actively participate in Environmental, Health & Safety responsibilities by following established UDX policy, procedures, training, and team member involvement activities.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree and/or certification preferred in Planning, Environmental Management, RICS, Project Management, Law or a related field.
  • Experience in managing consents, permits and licenses on complex, multi-disciplinary development or infrastructure projects with various government bodies.
  • Experience required working within both local and national planning regimes such as Development Consent Orders, TCPA, Transport and Works Act Orders and/or Special Development Orders.
  • Ability to effectively partner with management team, outside consultants and government partners on permitting and planning matters and resolving issues.
  • Strong business ethics.
  • Strong transactional drafting skills; detail oriented.
  • Ability to work independently, prioritise and exercise sound business judgment, while maintaining professional attitude.
  • Able to work early mornings, nights, and weekends to achieve deadlines and accommodate multiple time zones.
  • Ability to adapt to a variety of cultures.
  • Excellent communication, negotiating, drafting and analytic skills; must be able to work with numerous and varied clients including senior management.
  • Ability to handle multiple projects simultaneously in a fast-paced environment.
  • Excellent oral and written communications skills.
  • Strong business acumen with good judgment.
  • Membership of a relevant professional body is desirable.
  • Must be highly proficient in Microsoft Word, and proficient in Excel and PowerPoint, as well as internet and web-based training tools.
  • Must be willing to travel occasionally, domestically and internationally.
