NASTAD (National Alliance of State & Territorial AIDS Directors) is a leading non-partisan non-profit association that represents public health officials who administer HIV and hepatitis programs in the U.S. Our singular mission is to end the intersecting epidemics of HIV, viral hepatitis, and related conditions. We do this work by strengthening domestic and global governmental public health through advocacy, capacity building, and social justice. 

Each of NASTAD's six programmatic teams - Health Care Access, Health Systems Integration, Drug User Health, Hepatitis, Health Equity, and Prevention - interpret and influence policies, conduct trainings, offer technical assistance, and provide advocacy mobilization for U.S. health departments and ministries of health around the world to improve health outcomes for people living with HIV and viral hepatitis. 

NASTAD serves as the CDC National Technical Assistance Provider and the HRSA Systems Coordination Provider (SCP), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to assist EHE Phase I HIV prevention programs and RWHAP Part A and B grantees by improving coordination across EHE stakeholders and health systems. 

Job Summary

The Associate Director, Drug User Health plays a vital role in expanding the organization’s capacity to address the impacts of the intersecting crises of drug use, HIV/AIDS, and viral hepatitis in community and public health settings, particularly within state and local health departments and Syringe Services Programs (SSPs). The Associate Director will serve as the Project Coordinator and direct core activities related to NASTAD’s role in the launch and management of the Centers for Disease Control’s Supplemental Project for Expanding SSP Capacity to Respond to COVID-19 through the Strengthening Public Health Systems and Services Through National Partnerships to Improve and Protect the Nation’s Health (CDC-RFA-OT18-1802). This position will be expected to work closely with other NASTAD teams, including HIV Prevention, Hepatitis, Health Care Access, Health Systems Integration, and Health Equity, to support collaborative programmatic activities.

The ideal candidate will be a self-starter, develop and lead new projects and be comfortable working independently. Demonstrated ability to execute tasks promptly and lead collaborative team efforts with diverse stakeholders is also required.  

Essential Duties

·       Provide tailored technical assistance to engage SSPs in COVID-19 vaccination planning, outreach, and delivery efforts within jurisdictions.

• Assess community SSP technical assistance and program development needs to build SSP capacity and infrastructure that supports COVID-19 vaccination efforts while delivering effective harm reduction and infectious disease prevention services for people who use drugs.
• Lead technical assistance design and delivery to community SSPs and their partners to assist in developing SSPs’ long-term capability to serve as vaccination providers for COVID-19, hepatitis A/B, seasonal influenza, and other vaccines.

·       Provide quantitative and qualitative analyses related to harm reduction programs, SSPs, HIV, and viral hepatitis prevention, care and treatment programs, and their clients.

·       Direct project planning and implementation, including the selection of grant recipients, updates to project management tools and tracking timelines and progress toward deliverables.

·       Coordinate with all team members to monitor progress on projects and inform resource allocation and fiscal monitoring 

·       Communicate with NASTAD team members, subject matter experts, and HD staff to clarify project requirements, scope, and objectives 

·       Support the team in monitoring expenses and coordinating the project’s budget management with the Finance and Accounting team.  

·       Oversee federal funder reporting and documentation with support from other NASSTAD staff.

·       Assist with selection and onboarding of new team members. 

·       Perform other duties as assigned.

Experience, Expertise, and Education

• Bachelor’s degree (or four years work experience equivalent to a Bachelor’s degree) and 7 to 10 years of relevant work experience.
• Demonstrated ability to oversee complex, multi-year public health projects, ideally that involve grantmaking and fiscal compliance duties.
• Experience working with organizational cross-functional teams and multisectoral agencies at the state, jurisdictional, and federal levels.
• Familiarity with harm reduction framework, drug user health, behavioral health, and integrated health service delivery systems preferred.
• Experience with intensive project monitoring and evaluation is preferred.
• Prior experience working in HIV and/or hepatitis, Covid and expanded adult vaccination services, and drug user health/harm reduction is preferred.

Salary Range:

$80,000 - $90,000
