NASTAD (National Alliance of State & Territorial AIDS Directors) is a leading non-partisan non-profit association that represents public health officials who administer HIV and hepatitis programs in the U.S. Our singular mission is to end the intersecting epidemics of HIV, viral hepatitis, and related conditions. We do this work by strengthening domestic and global governmental public health through advocacy, capacity building, and social justice. 

Each of NASTAD's six programmatic teams - Health Care Access, Health Systems Integration, Drug User Health, Hepatitis, Health Equity, and Prevention - interpret and influence policies, conduct trainings, offer technical assistance, and provide advocacy mobilization for U.S. health departments and ministries of health around the world to improve health outcomes for people living with HIV and viral hepatitis. 

NASTAD serves as the CDC National Technical Assistance Provider and the HRSA Systems Coordination Provider (SCP), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to assist EHE Phase I HIV prevention programs and RWHAP Part A and B grantees by improving coordination across EHE stakeholders and health systems.

Job Summary

The Senior Manager, Drug User Health plays a vital role in expanding the organization’s capacity to address the impacts of the intersecting crises of drug use, HIV/AIDS, and viral hepatitis in community and public health settings, particularly within state and local health departments. The Senior Manager’s core activities will be to support NASTAD’s role in the launch, advancement, and management of the Centers for Disease Control’s Supplemental Project for Expanding SSP Capacity to Respond to COVID-19 through the Strengthening Public Health Systems and Services Through National Partnerships to Improve and Protect the Nation’s Health (CDC-RFA-OT18-1802). This position will be expected to work closely with other NASTAD teams, including HIV Prevention, Hepatitis, Health Care Access, Health Systems Integration, and Health Equity, to support collaborative programmatic activities.

 

The ideal candidate will be a self-starter, able to develop and lead new projects and be comfortable working independently. Demonstrated ability to execute tasks promptly and lead collaborative team efforts with diverse stakeholders is also required. 

Essential Duties

·       Lead tailored technical assistance to engage SSPs in COVID-19 vaccination planning, outreach, and delivery efforts within jurisdictions.

·       Assist in providing technical assistance to increase resources, capacity, and number of essential staff at SSPs to develop and implement a plan for providing COVID-19 vaccine education, promoting vaccine confidence, and linking clients with COVID-19 vaccination providers.

·       Support the development and solidification of key partnerships between public health immunization programs and SSPs to ensure SSPs are integrated into jurisdictional COVID-19 vaccination efforts

  • Assess state and local health department technical assistance and program development needs, lead technical assistance design and delivery to state and local health department HIV and hepatitis programs on harm reduction strategies, SSPs, and comprehensive systems of care.
  • Conduct analyses of in-state services available that support drug user health and create tailored program improvement plans in collaboration with multisectoral partners.

·       Coordinate technical assistance efforts related to increasing collaborative drug user health service delivery across in-state, multisectoral agencies for grantees in multiple states and support technical assistance efforts nationally as needed.

·       Participate in cross-agency project teams to discuss coordinated technical assistance efforts across states and regionally.

·       Review and develop technical assistance resources to meet the needs of diverse stakeholders.

·       Assist with the Requests for Funding Proposals (RFPs) process.

·       Oversee grant performance and reporting and contribute to monitoring and evaluation activities as needed.

  • Coordinate and support the creation and release of training curricula, summary reports, guidance documents, and other technical writing products tailored to a diverse set of audiences and organizational structures.
  • Contribute to federal funder reporting and documentation. 
  • Assist with the onboarding of new team members. 
  • Interact with and respond to the needs of grantees in a timely manner.
  • Perform other duties as assigned.

Qualifications

Experience, Expertise, and Education

  • Bachelor’s degree or equivalent and 5 to 7 years of relevant work experience.
  • Experience working with cross-functional teams and multisectoral agencies.
  • Familiarity with harm reduction framework, drug user health, behavioral health, and integrated health service delivery systems preferred.
  • Prior experience working in HIV and/or hepatitis, Covid and/or adult vaccination services, and drug user health is preferred.

  • Interest in working with an HIV/AIDS and viral hepatitis public health organization.
  • Interest in working within a diverse work environment.
  • Willing to travel up to 20% of the time when it is safe to do so.

Salary Range:

$70,000 - $80,000
