NASTAD (National Alliance of State & Territorial AIDS Directors) is a leading non-partisan non-profit association that represents public health officials who administer HIV and hepatitis programs in the U.S. Our singular mission is to end the intersecting epidemics of HIV, viral hepatitis, and related conditions. We do this work by strengthening domestic and global governmental public health through advocacy, capacity building, and social justice.

Each of NASTAD's six programmatic teams - Health Care Access, Health Systems Integration, Drug User Health, Hepatitis, Health Equity, and Prevention - interpret and influence policies, conduct trainings, offer technical assistance, and provide advocacy mobilization for U.S. health departments and ministries of health around the world to improve health outcomes for people living with HIV and viral hepatitis.

NASTAD serves as the Systems Coordination Provider (SCP) for the 47 Ryan White HIV/AIDS Program (RWHAP) Parts A and B jurisdictions funded by the Health Resources and Services Administration (HRSA-20-078), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to assist EHE Phase I RWHAP Part A and B grantees in improving coordination across EHE stakeholders and health systems.

The Manager, Drug User Health plays a vital role in expanding the organization’s capacity to address the impacts of the intersecting crises of drug use, HIV/AIDS, and viral hepatitis in community and public health settings, particularly within state and local health departments and Syringe Services Programs (SSPs). The Manager’s core activities will support the advancement of NASTAD’s domestic programmatic efforts to assist health departments and community-based drug user health programs by providing technical assistance (TA) and training on effective drug user health strategies and connecting people who use drugs to HIV and hepatitis prevention and treatment programs. This position will report to the Senior Manager, Drug User Health and will be expected to work closely with all other NASTAD teams, including HIV Prevention, Hepatitis, Health Care Access, Health Systems Integration, and Health Equity to support collaborative programmatic activities.

The ideal candidate will be a self-starter, able to develop and lead new projects, and be comfortable working independently. Demonstrated ability to execute projects in a timely manner and lead collaborative team efforts with diverse stakeholders is also required. 

·       Lead existing, emergent, and priority collaborations with public and private healthcare system partners to support SSPs, harm reduction programs, and state and territorial health departments in expanding access to clinical care for people who use drugs.

·       Support the creation and release of training curricula, summary reports, guidance documents, and other technical writing products tailored to a diverse set of audiences and organizational structures.

·       Work across NASTAD programs to identify and leverage existing organizational partnerships for Drug User Health programming.

·       Assist in evaluating and responding to TA requests related to Drug User Health priorities included in jurisdictional Ending the HIV Epidemic (EHE) planning.

·       Provide tailored technical assistance to support health department drug user health and harm reduction programs, community SSPs, and HIV and hepatitis care and treatment programs through the CDC-funded National Harm Reduction TA Center and other channels.

• Assess state and local health department technical assistance and program development needs, lead technical assistance design and delivery to state and local health department HIV and hepatitis programs on harm reduction strategies, SSPs, and comprehensive systems of care.

·       Provide quantitative and qualitative analyses related to harm reduction programs, SSPs, and HIV and viral hepatitis prevention, care and treatment programs and their clients.

·       Participate in cross-agency project teams to discuss coordinated technical assistance efforts across states and regionally in collaboration with multisectoral partners.

·       Review and develop technical assistance resources to meet the needs of diverse stakeholders.

• Represent NASTAD at meetings, briefings, and consultations related to state health department and community-based HIV, hepatitis, and drug user health programs.

·       Provide timely support to, and interaction with, NASTAD’s members through responsive and innovative messaging, mentoring, networking and technical assistance activities.

• Perform other duties and special projects as assigned.

Experience, Expertise, and Education

• Bachelor’s degree or equivalent and 4 to 5 years of relevant work experience.

·       Experience working with cross-functional teams and multisectoral agencies.

·       Familiarity with harm reduction framework, drug user health, behavioral health, and integrated systems of health service delivery preferred.

·       Prior experience working in HIV and/or hepatitis and drug user health is preferred.
