NASTAD is a non-profit, non-partisan association that represents public health officials who administer HIV and hepatitis health care, prevention, education, and supportive service programs funded by state and federal governments in all 50 U.S. states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and the U.S. Pacific Islands. NASTAD also supports partner governments in Africa, the Central America region, and the Caribbean region.

Job Description

The Executive Director is the key management leader of NASTAD. The Executive Director is responsible for overseeing the administration, programs, and strategic plan of the organization. Other key duties include policy matters, fundraising and community outreach. The position reports directly to the Executive Committee of the Board of Directors.

Board Governance:

  • Works with the Board in order to fulfill the organization mission.
  • Responsible for leading NASTAD in a manner that supports and guides the organization’s mission.
  • Responsible for communicating effectively with the Board and providing, in a timely and accurate manner, all information necessary for the Board to function properly and to make informed decisions.

Financial Performance and Viability:

  • Develops resources sufficient to ensure the financial health of the organization.
  • Responsible for the fiscal integrity of NASTAD, to include submission to the Board of a proposed annual budget, which accurately reflects the financial condition of the organization.
  • Responsible for fiscal management that generally anticipates operating within the approved budget, ensures maximum resource utilization, and maintenance of the organization in a positive financial position.
  • Responsible for fundraising and developing other resources necessary to support NASTAD’s mission.

Organization Mission and Strategy

  • Works with the Board and staff to ensure that the mission is fulfilled through programs, strategic planning, and community outreach.
  • Responsible for implementation of NASTAD’s programs that carry out the organization’s mission.
  • Responsible for strategic planning to ensure that NASTAD can successfully fulfill its mission into the future.
  • Responsible for the enhancement of NASTAD’s image by being active and visible in the community and by working closely with other professional organizations.
  •  Responsible for policy and legislative affairs, working closely with other public policy organizations, and communication with federal administration officials and members of Congress.
  • Responsible for NASTAD communication strategies.

Organization Operations: 

  • Oversees and implements appropriate resources to ensure that the operations of the organization are appropriate.
  • Responsible for effective administration of NASTAD domestic and global operations.
  • Responsible for leadership and management supervision, including direct and indirect staff.
  • Responsible for the hiring and retention of competent, qualified staff.
  • Responsible for organizational culture and professionalism, including internal and external interaction.
  • Responsible for reviewing agreements and other instruments made and entered into on behalf of the organization.
  • Responsible for effective working relationship with key federal and global partners.

Qualifications

Professional Qualifications:

  • A bachelor’s degree in public health, public administration or other related fields.
  • Knowledge of HIV and hepatitis public health programs and operations.
  • Keen understanding of the lived experience of people living or vulnerable to HIV and hepatitis.
  • Transparent and high integrity leadership.
  • Five or more years of senior nonprofit management experience.
  • Solid, hands-on, budget management skills, including budget preparation, analysis, decision-making, and reporting.
  • Strong organizational abilities including planning, delegating, program development, and task facilitation.
  • Ability to convey a vision of NASTAD’s strategic future to staff, board, stakeholders, and donors.
  • Knowledge of fundraising strategies and donor relations unique to the nonprofit sector.
  • Knowledge of government public health administration, including global, federal, state, and local levels.
  • Knowledge of policy making and legislative processes
