Job Description

The Crewing Officer is overall responsible for the scheduling of the current crew pool for both Mystic Cruises as well as Mystic Ocean. In order to ensure a smooth operation onboard all vessels, he/she will have close communication with the HR Seagoing Department Management and the Asst. Crewing officers to identify the upcoming need.
Together with HR Seagoing Department Management, the Crewing Officer is responsible for the vessel rotation planning and monitoring of signed off crew, to ensure that all crew receive a new assignment well in time to guarantee their employment within the company.

This position is based in Porto, Portugal.
 

As Crewing Officer you will:
Undertake direct responsibility for assigned Expedition Vessels both Hotel and Marine Scheduling.
Correct Certificates of Competency

  • Adequate skills and knowledge for the specific assigned crew
  • Operational Manning Levels


Administration of Seagoing Personnel including:

  • Managing crew changes for allocated vessels
  • Compilation and management of sea staff contracts
  • Travel, Visa and relevant joining documentation management
  • Crew Management using the Company Crew Management System (Radiant Fleet)
  • Constant communication and interaction with crews including regular vessel visits


Seagoing Personnel recruitment which includes:

  • Keeping abreast of all statutory manning regulations and any relevant changes
  • Establishing manning requirements through a solid manpower plan
  • Verification of seafarer certification and qualifications
  • Screening and initial evaluation of candidates
  • Liaising with the relevant Superintendents/Managers for interview and approval of candidates
  • Establishing and maintaining relationships with Crewing Agencies


Seagoing Personnel planning which includes:

  • Maintaining the planning state for all assigned vessels using the company crew management system
  • Ensure crew leave cycles are properly managed and that crew are relieved on time
  • Maximize crew availability by constantly reviewing crew movements and maintaining contact with off-duty crew
  • Management of crew certification validity and expiries
  • Ensuring pre-joining routines for returning crew are properly managed
  • Ensuring pre-joining routines for new-joining crews are properly managed and sufficient time is allocated for assessment/evaluation, company inductions and company safety systems familiarizations.
  • Ensure all crew joining the vessel have completed required training before embarking
  • Determine gaps in training against the company Training Matrix
  • Ensure compliance per MLC regulation for office as well as Seagoing Personnel
  • Coordination across the region for the efficient use of manning agencies and pool seafarers


General duties and expectations will include:
 

  • The Crewing Officer will be part of the HR Seagoing Department and will be an integral part in ensuring maximum efficiencies and utilization of crew

Qualifications

Requirements:

  • Minimum of 1 year experience in Crewing
  • Extensive knowledge of the relevant Maritime legislation including STCW 2010 (Manila amendments), MLC, SOLAS and Flag State Authority regulations.
  • Well-established network of industry contacts including manning agencies, flag state administration staff and seafarers.
  • Strong communication skills and can talk to vessel crews with confidence and from a position of knowledge
  • You have the ability to get people on board, and drive change as well as the ability to create structure for others and put things in writing that give others clarity and direction.
  • Strong knowledge of Cruising Industry is an advantage.
  • Seafaring Experience would be an added advantage.
  • Good to Expert user of Microsoft Office suite including Outlook, Excel and Powerpoint
