Job Description

Surge Logistics Support Officers work independently with minimal supervision and are responsible for assisting with the purchase of materials and services for their area of assignment, coordinating and administering processes for the transportation of material and people, maintaining inventories of goods and materials for area of assignment and coordinating with Facilities Management to implement office moves, renovations and maintenance.

Based on assignment, Support Officers may serve as team leaders or first-line supervisors to other contractors, prioritizing and delegating other contractors’ work assignments and providing technical direction and guidance to other contractors. Based on assignment, incumbents may assist a Contracting Officer Technical Representative in a full range of contracting activities, in coordination with a Contracting Officer.

The candidate will provide Surge Logistics Support services to Agency mission partners worldwide, on a Temporary Duty (TDY) or Permanent Change of Station (PCS) basis. The Surge Logistics Officer discipline is highly diverse and Duties/Tasks and Responsibilities are dependent on the office of assignment. Depending on assignment, working is primarily performed in an office environment and may include conditions that vary from an office environment where work is primarily sedentary, to environments where extensive standing and/or walking, bending, lifting light-to-heavy objects or being exposed to noise, dust, dirt, etc.

DUTIES

  • Performs property control functions
  • Assists in the procurement of supplies and materials, ships documents or materials, manages a vehicle fleet and assists with the movement of office furniture/equipment
  • Performs office Project Management functions, General Support Services and Warehouse/Transportation functions
  • Assist with the purchasing of materials and services within an area of assignment
  • Orders materials through a variety of internal and external sources
  • Validates customer requirements against regulations and estimates costs
  • Tracks credit cards and accounts for purchases
  • Reconciles routine-to-moderately-complex financial statements, to ensure that expenses are properly recorded
  • Reconciled accounts payable, to ensure accuracy and funding availability
  • Reviewed bills/invoices for accuracy and resolved discrepancies with vendors
  • Coordinates the process for the transportation of material and people
  • Coordinates the transportation of goods through established transportation processes
  • Arranges for the transportation of materials and coordinates the shipment and receipt of materials, using established guidelines where possible
  • Determines the best shipping methods based on the customer, cargo type and consignee requirements
  • Responds to courier and chauffeur requests and resolves scheduling problems
  • Maintains inventories of goods and materials for the area of assignment
  • Processes inventory requests and validates the receipt of goods and materials against requirements
  • Ensures that inventory requests are fulfilled
  • Coordinates the maintenance of a fleet of vehicles, by maintaining a table of vehicular allowances and a tracking database
  • Ensures that vehicles are maintained
  • Performs property accounting, plans and conducts property inventory and reconciles property discrepancies
  • Coordinate with Facilities Management in the implementation of office moves, renovations and maintenance
  • Implements office moves, establishes schedules and procedures and ensures the proper numbers of staff are available
  • Assists Facilities Management with office renovations, by serving as a liaison between customers and construction workers
  • Schedules routine office maintenance and works with Facilities Management to ensure that offices are properly maintained
  • Under minimal contractor supervision, exercises independent judgment in accordance with well-established policies, procedures and techniques
  • Will use an agency acquisition system, Word, Excel, Access, the internet and various internal databases, to request services and travel and complete accounting

Qualifications

  • Government clearance required
  • Must possess a high school diploma or GED equivalent
  • Successful completion of 4 years of progressively responsible work experience, comparable at the developmental level, in a logistical assignment
  • Ability to become familiar with Agency and logistics regulations, procedures, policies and unique authorities
  • Considerable knowledge of various logistics databases and applications
  • Working knowledge of the organizational budget process
  • Demonstrated ability to interpret routine-to-moderately-complex financial statements
  • Ability to assist in the effective planning, organizing and management of resources
  • Ability to effectively make decisions and solve problems effectively and independently
  • Ability to develop an extensive internal/external network of professional working relationships with customers, colleagues and service providers
  • Oral and written communication skills, sufficient to compose and deliver responses to customers’ questions in a clear and concise manner
  • Ability to interact with customers effectively, in resolving moderately-complex problems
  • Ability to adapt to changing work requirements and priorities
  • Ability to interact with people who have different values, cultures, or backgrounds
  • Good judgment and personal initiative in recognizing the appropriate actions to take to complete tasks
