Job Description

The Surge Logistics Support Officer is responsible for overseeing the overall general logistics services provided to the customer by other contractors. Duties may include assisting with administration and control for the purchase of materials and services, directing the complete process for transporting people and goods, overseeing materials management within an area of assignment, coordinating and planning facility services, tracking cost issues and personnel resources and administering all elements of multi-faceted programs. Based on assignment, the candidate may provide assistance to the Contracting Officer’s Technical Representative.

Depending on assignment, work is primarily performed in an office environment, but may include conditions that vary from an office environment, where work is primarily sedentary, to environments with extensive standing and/or walking, bending, lifting light-to-heavy objects and being exposed to noise, dust, dirt, etc.

DUTIES

The Surge Logistics Officers discipline is highly diverse and the duties described below are dependent on the office of assignment.

  • Assists with ordering materials through a variety of internal and external sources, validating customer requirements against regulations and estimating costs
  • Tracks credit cards and accounts for purchases
  • Reconciles routine-to-moderately-complex financial statements, to ensure that expenses are properly recorded
  • Reconciles accounts payable, to ensure accuracy and funding availability
  • Reviews bills/invoices for accuracy and resolves discrepancies with vendors
  • Coordinates the transportation of goods, through established transportation processes
  • Arranges for the transportation of materials
  • Coordinates the shipment and receipt of materials, using established guidelines where possible
  • Determines the best shipping method based on customer, cargo type and consignee requirements
  • Responds to courier and chauffeur requests and resolves scheduling problems
  • Maintains inventories of goods and materials for an area of assignment
  • Processes inventory requests and validates receipts of goods and materials against requirements, ensuring that inventory requests are fulfilled
  • Coordinates the maintenance of a fleet of vehicles, by maintaining a table of vehicular allowances and a tracking database and ensures that vehicles are maintained
  • Performs property accounting by planning and conducting property inventories and reconciling property discrepancies
  • Coordinates with Facilities Management, in the implementation of office moves, renovations and maintenance
  • Implements office moves, establishes schedules and procedures and ensures that the proper numbers of staff are available
  • Assists Facilities Management in office renovations, by serving as a liaison to customers and construction workers
  • Schedules routine office maintenance, working with Facilities Management to ensure that offices are properly maintained
  • Uses general office equipment, office moving equipment, forklifts and hand tools
  • Uses the Agency acquisition system, Word, Excel, Access, internet and various internal databases to request services, travel and complete accounting
  • Works independently, but receives broad lateral guidance from a staff officer and receives taskings from the Contract Program Manager, in coordination with the Government Task Manager
  • Provides first-line supervision to other contract surge logistics officers

Qualifications

  • Government clearance required
  • Must possess a high school diploma or GED equivalent
  • Successful completion of progressively responsible work experience, comparable at the four years full performance level in a logistics assignment
  • Ability to obtain extensive knowledge of and apply overall Agency and logistics processes, policies, regulations and unique authorities
  • Effective communication and interpersonal skills
  • Ability to use various databases and applications independently
  • Ability to comprehend the implications of process, policies and regulations, against requirements
  • Ability to manage the general services functional areas: purchasing, transportation processing, inventory management, vehicle management, contracts and accountable property
  • Ability to establish a new network of professional working relationships with customers, colleagues and service providers, while further developing existing networks
  • Ability to make decisions and solve complex problems effectively and independently and identify alternative solutions
  • Ability to anticipate customer needs and requirements
  • Ability to assist in the effective planning, organization and management of resources
