Job Description

The Inventory Management and Property Control position oversees the overall inventory management of accountable property provided to the customer and may supervise other contractors assigned to the same work unit. The candidate will oversee the administration and control for accountable property and create hard copy documentation for the addition, adjustment and deletion of property, for the signature of an accountable officer. The incumbent will prepare, issue and update hand receipts, conduct at least an annual inventory and document those findings to the office of assignment.

Based on assignment, incumbents may serve as a first-line contractor supervisor or team leader, overseeing, directing, guiding, prioritizing and delegating work assignments for other contractors on the team. Based on assignments, incumbents may provide assistance to the Contracting Officer’s Technical Representative.

The candidate will monitor administration and control for the purchase of materials and services, directing the complete process for transporting people and goods, monitoring materials management within an area of assignment, coordinating and planning facility services, tracking cost issues and personnel resources and administering all elements of multi-faceted programs. The Inventory Management Property Control discipline is highly diverse and Duties/Tasks and Responsibilities are dependent on the office of assignment.

Depending on assignment, work is primarily performed in an office environment and may including conditions that vary from an office environment, where work is primarily sedentary to environments where there is extensive standing and/or walking, bending, lifting light-to-heavy objects or being exposed to noise, dust, dirt, etc.

DUTIES

  • Works with management to document procedures for the office of assignment, which may include briefing procedures to component audiences
  • Makes recommendations for the assignment of Responsible Officers (ROs)
  • Creates ROs’ Delegation Memos, ensures they gets signed and maintains files
  • Provides ROs with role and responsibility information: classes, connectivity to property system, etc.
  • Assists ROs with inventories and discrepancies
  • Monitors the property system to ensure that hand receipts are updated, inventories are being done and entries are consistent and looks for duplicate entries
  • Maintains document files
  • Inputs new entries and decreases
  • Sanitizes equipment and removes media and drives
  • Coordinates with security/ISM/ADP, for Property Turn Ins or PTIs
  • Degausses hard drives and destroys other media by secure means
  • Monitors cables for shipments/movements of accountable property
  • Writes cables
  • Makes updates in the property system when property changes location
  • Provides assistance in the absence of the ROs
  • Keeps the property system information up to date with CMR tables, RO info, system users, etc.
  • Provides reports to management as required and prepares an annual report for all Component accounts
  • Coordinates with other offices, as needed, to reconcile discrepancies
  • Researches discrepancies and lost and found property
  • Provides assistance to employees and other contractors, or refers them to the appropriate offices: i.e. hand carrying equipment overseas, shipping equipment, use of equipment, etc.
  • Ensures that office property is being managed within regulations
  • Works independently, receiving broad lateral guidance from a contractor supervisor and receives taskings from a contract manager within the area of assignment
  • May provide first-line supervision or team lead guidance to other contractors

Qualifications

  • Government clearance required
  • Must possess a high school diploma or GED equivalent
  • Successful completion of progressively responsible work experience, comparable at the four years full performance level in Inventory Management or a related Logistical assignment
  • Ability to become familiar with Agency and Logistics processes, policies, regulations and unique authorities
  • Extensive knowledge of logistical policies, procedures and regulations
  • Effective communication and interpersonal skills
  • Ability to use various databases and applications independently (e.g. procurement databases)
  • Ability to comprehend the implications of process, policies and regulations against requirements
