Job Description

Position Overview: As the Director of Field Operations, you will collaborate with the Chief Operations Officer to lead, motivate, and execute the strategy for our inspection services on a full-time basis. This role currently oversees the delivery of inspection services covering HQS Inspection Services, UPCS Inspections, SEMAP & PHAS Reporting, and data collection for Rent Reasonableness Studies. The Director must serve as the subject matter expert on all Code of Federal Regulations (CFR) related to these inspection protocols.

Key Responsibilities:

  • Lead and mentor team members to achieve success through coaching and counseling.
  • Develop organizational strategies to effectively manage production requirements.
  • Establish clear and measurable communication strategies for field staff responsibilities.
  • Manage and oversee the Logistics and scheduling functions within the Inspection Department.
  • Develop and maintain recruitment, selection, and training processes for inspection protocols.
  • Document Quality Assurance Programs to meet HUD and Agency program requirements.
  • Achieve results by identifying sustainable solutions, not just resolving issues.
  • Extensive travel is required for this role, and the Director must be willing and able to meet these demands.

Qualifications

Required Knowledge, Skills, and Abilities:

  • Knowledge of various program CFRs for the Housing Choice Voucher Program, Multi-Family, and other PIH requirements, policies, and procedures.
  • Work experience involving direct public interaction and strong customer service skills.
  • Ability to comprehend and apply CFRs and guidelines related to housing program inspections.
  • Experience with low-income housing programs or related fields is a plus.
  • Sensitivity to individuals from diverse backgrounds, special needs, and homeless populations.
  • Capability to maintain effective working relationships with various stakeholders.
  • Ability to work independently with minimal supervision.
  • Proficiency in multitasking and performing basic arithmetic calculations.
  • Willingness to attend seminars and training as required.
  • Uphold confidentiality and exercise sound ethical judgment.
  • Possession of a current driver's license.
  • Adaptability to various working conditions and environments.
  • Excellent interpersonal skills.
  • Proficiency in modern equipment such as cell phones, tablets, scanners, printers, computers, GPS, or other handheld devices.
  • Strong presentation skills, both orally and in writing.
  • Ability to establish, maintain, and promote effective working relationships with a diverse range of individuals.

Physical Demands:

  • Moderate physical demands, including walking 3-5 miles per day, bending, stooping, climbing stairs, and carrying a 2 lbs. tablet, while making observations in varying lighting conditions.

Minimum Education and Experience:

  • Undergraduate Degree
  • 5+ years of experience in the public housing industry
  • Property management experience is a plus
  • Experience in leading a production-based team is a plus
  • Successful completion of Inspector training classes, lead-based paint visual assessment course, or other HQS certification exams
