Job Description

Director of Field Operations

Partnering with the Chief Operations Officer, the position of the Director will lead/motivate and drive the strategy for the all inspection services on a Full-Time basis.  Currently this position is responsible for the delivery of inspections services that cover: HQS Inspection Services, UPCS Inspections, and SEMAP & PHAS Reporting as it relates to inspections, and data collection for Rent Reasonableness Studies.  This positions requires the individual in charge to be the subject matter expert on all the Code of Federal Regulations (CFR) regarding these inspection protocols.

Provides direction, training and support to field staff, while performing Housing Quality Standards (including Lead-Based Paint visual assessment) quality review inspections of properties subsidized under the Housing Subsidy programs as prescribed by HUD and under the administration of local Housing Authority.

All candidates are required to complete online and field training as well as successfully passing the final HQS certification exam before being considered for the team.

Major Duties and Responsibilities

  1. Lead others to success by coaching and counseling.
  2. Develop the necessary organization strategies to successfully manage the production requirements of the organization.
  3. Create the necessary communications strategies necessary to ensure the field staff has a clear, concise, and measureable understanding of their functional responsibilities.
  4. Manage and monitor the Logistics and scheduling functions within the Inspection Department.
  5. Develop and maintain the necessary recruitment, selection and training process for the types of inspection protocols being employed by the company.
  6. Maintain and document the necessary Quality Assurance Programs necessary to meet HUD and Agency program requirements.
  7. Achieve results by finding sustainable solutions, not by resolving issues.
  8. The job has a significant travel requirement and the Director must be able and willing to meet those demands

Qualifications

Required Knowledge, Skills and Abilities

  • Knowledge of the various program CFR’s for the Housing Choice Voucher Program, Multi-Family, and other PIH requirements, policies and procedures
  • Work experience must include direct contact with the public, working with a diverse clientele and strong customer service skills
  • Ability to read, comprehend, apply CFR’s, and guidelines pertaining to inspection requirements of the housing programs
  • Working experience with low-income housing programs or other related fields is a plus
  • Possess sensitivity to persons from culturally diverse backgrounds, persons with special needs and the homeless
  • Ability to maintain effective working relationships with staff, representatives of local government, program participants, community-based organizations and the general public
  • Ability to work independently with minimal supervision.
  • Ability to effectively perform with constant interruption and multi-task job duties.
  • Ability to perform basic arithmetic calculations
  • Ability to attend seminars and or other training as required
  • Ability to safeguard confidential and sensitive information
  • Ability to exercise sound and ethical judgment when acting on behalf of the organization
  • Current driver’s license.
  • Ability to work productively in a variety of working conditions and environments
  • Excellent interpersonal skills.
  • Proven proficiency of modern equipment including cell phones, tablets, scanners, printers, computers, GPS or other hand-held devices.
  • Prepare and present ideas in a clear and concise manner, both orally and in written form.
  • Establish, maintain and promote effective working relationships with departmental employees, co-workers, vendors, consultants, contractors and landlords/tenants; display ability to effectively communicate with people from a broad range of socio-economic backgrounds.

Physical Demands:

Moderate work:  Must have the ability to walk 3-5 miles per day, bend and stoop, climb stairs, carry a 2 lbs. tablet and make observations in all levels of lighting.

Minimum Education

  1. Undergraduate Degree
  2. 5+ years’ experience within the public housing industry
  3. Experience with property management is a plus
  4. Experience leading a production-based team is a plus
  5. The successful completion of Inspector training Classes, achievement of lead-based paint visual assessment course or other HQS certification exams
