Job Description

The Contracting & Procurement Lead will be responsible for the procurement planning, costing, negotiation, warranties, specifications and related supply chain and logistics management functions for the Company’s various drilling and facility projects. In the role you will furthermore ensure cost-effective procurement of supplies, equipment and services for all installations, maintenance and other contracts of the company.

Responsibilities & tasks

  • Create and execute contracting strategies;
  • Execute contracting and procurement activities in accordance with company guidelines;
  • Deliver timely procurement of all required goods and services against minimal Total Cost of Ownership;
  • Build relationships with industry vendors, service providers and other external stakeholders;
  • Provide guidance on contracts, procurement matters to internal stakeholders;
  • Monitor and forecast upcoming levels of demand;
  • Ensuring that procurement documents are maintained in a systematic retrievable manner;
  • Develop and manage the contracting and procurement team and contribute to the development and implementation of procurement policies & procedures;
  • Ensure all goods and services purchased comply with Mazarine Energy policies;
  • Prepare Service orders and Purchase Orders and send copies to suppliers and to departments originating requests;
  • Deliver the implementation of the Materials Management module in Dynamics 365 system;
  • Determine if inventory quantities are sufficient for needs, ordering more materials when necessary;
  • Implement a warehouse strategy to optimise volume of stock to company needs;
  • Respond to customer and supplier inquiries about order status, changes, or cancellations;
  • Prepare invitation-of-bid forms;
  • Prepare bid awards requiring board approval;
  • In close cooperation with Drilling & Operations Department as well as the Logistics Coordinator manage the logistics of the Company;
  • Perform other functions as required.

Qualifications

  • Minimum 5-7 years of experience in a similar role in the oil and gas industry;
  • Master’s Degree in Management (logistics, legal);
  • Proven track record of successful negotiations;
  • Demonstrable working knowledge of HSE, legal, ethical and compliance aspects of supply chain and logistics activities;
  • Excellent interpersonal, relationship building and influencing skills;
  • Knowledge of Tunisian State Hydrocarbon Law and Regulations, including ETAP requirements;
  • Good interpersonal and customer service skills.
