Job Description

The purpose of the role of HSSE Supervisor is to ensure a close supervision and monitoring of the ongoing on-site activities, including but not limited to: construction and welding, civil works, seismic acquisition, drilling, wells intervention, production at all company’s concessions and at any location the Company is operating. You will ensure compliance with Mazarine procedures, policies and guidelines. Your role is furthermore to ensure that everyone onsite is aware, trained and skilled on all relevant procedures, policies and guidelines. You provide continuous support, assistance and advising for the site team in the area of HSSE. You keep overview on the ongoing activities and intervene in case of unsafe work situations. You also assist in various activities, including but not limited to risk identification, incident reporting and investigations.

Responsibilities & tasks

Will include but are not limited to:

HSE LEADERSHIP

  • Providing field team with clear HSE goals and direction and maintaining a high profile of HSE issues within the team;
  • Assisting Company’s Field Manager in developing a good safety culture on site;
  • Assisting in the development and review of core HSSE processes and procedures as required.

RISK MANAGEMENT          

  • Ensuring that hazards are identified, risks are assessed (generic and specific) and that controls are put in place to prevent, or reduce, the impact of potential harm to people, the environment and assets;
  • Actively contribute to the Company’s risk register thereby continuously updating and implementing mitigations to ensure pro-active HSE management;
  • Assist the field team on risk identification before starting the permitted tasks/activities and follow up the implementation of the work procedures and rules.

EVENT NOTIFICATION AND INCIDENT INVESTIGATION

  • Ensuring that all incidents, accidents and near misses are openly reported and notified to management;
  • Ensuring that full investigations are carried out to determine root causes and actions taken to prevent recurrence;
  • Report HSSE concerns, in a timely manner, to the functional and hierarchical manager.

MANAGEMENT OF CONTRACTORS       

  • Assessing the suitability of Contractors HSE systems and procedures and monitoring their compliance;
  • Working with contractors to ensure that Mazarine Energy standards are met;
  • Provide Mazarine HSSE inductions (incl. Life Saving Rules) to all contractor staff before work commences;
  • Attend pre-job meetings and safety meetings;
  • Provide technical guidance and assistance to ensure compliance with waste disposal/reuse, spill prevention/waste minimization regulations and other field environmental issues;
  • Pays particular attention to the wellbeing and HSSE management of the local community contractor staff through supervision, regular communication and training;
  • Ensure personnel and equipment’s fitness during the job preparation process, as per Mazarine job preparation procedures.

EMERGENCY RESPONSE           

  • Assist with developing local site emergency plans and response teams;
  • Organizing and carrying out routine drills, exercises and training;
  • Ensure emergency equipment is available, operational, properly stored and regularly checked/calibrated.

AUDITS AND INSPECTIONS         

  • Conducting periodic HSSE audits and inspections of all project activities, systems and procedures, including compliance with Company’s policy and standards and testing of the key safety and emergency equipment;
  • Ensuring the implementation of the environmental requirements through inspection, monitoring; and recommend corrective measures, follow- up and report;
  • Ensure proper sourcing and maintaining of HSSE equipment (EPI, firefighting, CCTV, etc);
  • Ensure compliance to the HSSE plan.

SAFETY TRAINING

  • Ensures HSSE induction training for all visitors and new joiners on site;
  • Conducting training on other HSE procedures and specific hazards/threats as necessary;
  • Ensure that all new field staff (be it contractors or Mazarine staff) have received defensive driving training;
  • Ensure continuous training of communities’ workers and contractors to help them improving their HSSE culture;
  • Ensure the implementation of the training program and check effectiveness.

REPORTING, MONITORING AND FOLLOW UP

  • Ensuring Hazard Reporting Observation cards are widely used, collected, rapidly followed up and processed and tracked to closure;
  • Monitor and gather all HSSE KPI’s for further analysis and interpretation.

SECURITY

  • Ensure site security arrangements are in place and maintained to secure people and assets;
  • Ensure proper access control of personnel and visitors at sites and camp location;
  • Develop appropriate networks to timely assess and judge security related issues and communicate these swiftly to the Field Manager.

Qualifications

  • Minimum Bachelor’s degree (preferably in health and safety);
  • Professional qualification in Safety, Health and Environment (e.g. UK NEBOSH Certificate;
  • 5 years relevant experience in a similar position in the Exploration & Production Industry;
  • Good knowledge of risk assessment techniques so as HIRA, HAZOP, FMECA;
  • Good knowledge of and experience with ISO 9001, ISO 14001, VCA and OHSAS 18001:2007;
  • Good knowledge of the Tunisian legislation concerning health, safety and environment;
  • Capable of taking proactive initiative to develop specific project systems to manage risk where the need is identified;
  • Capable of communicating and influencing at both Project Management and Worker Level on HSE issues;
  • Competent to teach HSSE skills to all levels of personnel of different education level and background;
  • Able to communicate clearly and effectively in an emergency;
  • Good written and verbal skills in English, French and Arabic;
  • Capable of and willing to work in a remote desert location and promoting Mazarine Energy values and behaviors within a sensitive social environment;
  • Ability to work effectively in difficult environments, including climatic extremes;
  • Ability to operate across multiple functions (Drilling, Production, Construction, Seismic, Oil trucking…) and to simultaneously manage multiple critical tasks.
