Job Description

As the Finance Manager you manage day to day accounting and finance operations for the company branch office in Tunisia, reporting to the Country Manager as well as the CFO who resides in the company’s headquarters in The Netherlands. Your responsibilities include, but are not limited to accounts payable, payroll, taxes, budget processes, and ensuring appropriate GAAP standards are met. You are also managing the team of financials in Tunisia. Contingent to the candidate’s profile, the Finance Manager may be in charge of managing the procurement department.

 

Responsibilities & tasks

Serve as the lead person for Financial duties including:

  • Manage the flawless delivery of finance activities of the company, currently consisting of accounting, budgeting, reporting, cost control and contracting & procurement (contingent to profile);
  • Coordinate the bi-annual planning cycle and subsequent monthly performance reporting in accordance with company guidelines;
  • Supervise, guide and develop the finance team (including annual performance reviews);
  • Ensure timely delivery on all statutory and fiscal reporting requirements;
  • Coordinate supply chain activities in accordance with company guidelines;
  • Implement specific procedures in line with Company guidelines and Local legislation;
  • Ensure smooth and efficient relations with authorities, partners and clients.

 

Specifically, the following duties are the Finance Manager’s responsibility:

 

PLANNING AND REPORTING

  • Coordinate the bi-annual planning cycle and subsequent monthly performance reporting in accordance with company guidelines;
  • Provide and challenge forward-looking estimates of performance. Challenge cost and schedule estimates and contingency management;
  • Ensure timely and accurate delivery of financial & tax reporting and dashboards;
  • Ensure appropriate coordination of MIPs and assurance of realistic cost estimates.

 

COST MANAGEMENT & SUPPORT TO CONTRACTING & PROCUREMENT

  • Build deep understanding of the business being supported;
  • Understand the cost drivers and comparable baselines, to drive cost transparency and reporting;
  • Coordinate supply chain activities in accordance with Company guidelines. Ensure compliance with the process.

 

AUTHORITIES AND PARTNERS MANAGEMENT

  • Be in charge of planning and assessing the applicable tax rates following the Tunisian petroleum code. Suggest appropriate structuring of the flows to optimize tax impact and timing;
  • Ensure all flows to receive appropriate partners approval, and ensure issuance and payment of the cash calls and past costs;
  • Ensure proper process are in place to minimize risks of audit exceptions during partners audits;
  • Be leader to take appropriate actions for payment litigation and advise direct and functional reports on other relevant legal matters or litigation. Ability to propose financing solution would be appreciated as well as supporting and executing agreed financing strategy.

 

WORKING CAPITAL AND CASH

  • Run cash flow calculations. Ensure future cash requirements are planned and met;
  • Pro-actively track and control funding exposures related to partners.

 

PROJECT DELIVERY

  • Work with central team and external consultants to Implement MS Dynamics 365 Finance, project and MMS modules in Tunisia;
  • Support technical teams in evaluation of project value.

 

GOVERNANCE RISK AND ASSURANCE

  • Support the Business in identifying and assessing the risks, help defining and implementing adequate mitigation;
  • Put in place and maintain an effective and efficient set of financial controls. Monitor control effectiveness;
  • Support Group Controller and Compliance Officer in the application of company control framework, group standards and other mandatory requirements; disseminate best practices on how to comply effectively and efficiently.

Qualifications

  • Master’s Degree in Accounting or Business Administration;
  • CPA qualification (preferred);
  • Minimum 15 years’ experience in various finance positions of which 5+ years of experience in a similar role in the oil and gas industry;
  • Demonstrable working knowledge of budgeting, accounting, cost control activities in the oil and gas industry;
  • Experience in procurement and contracting is a plus;
  • Demonstrable leadership qualities to successfully lead a diverse high-powered team;
  • Knowledge of Tunisian State Hydrocarbon Law and Regulations, including ETAP reporting requirements;
  • Working knowledge of automated accounting and reporting systems for the oil and gas industry (e.g. SAP IS OIL, IDEAS or MS Dynamics 365);
  • Team player able to deliver under pressure;
  • Full professional proficiency of English language, both verbal and in writing.
