Job Description
Masdar is currently recruiting for an Environment and Social Manager, who will be responsible for all HSSE matters and performance of Mega project in Azerbaijan and other potential projects in Azerbaijan. The Environment and Social Manager shall coordinate with the Regional HSSE manager and the Country Social Manager to ensure timely implementation and reporting of HSSE at project level.
This role will be responsible for ensuring that all project activities are carried out to a high standard in accordance with Masdar requirements and are transparent and supported by appropriate documentation.
The Environment and Social Manager will also be responsible for the supervision, audit and support for the implementation of the HSSE Management System across project sites, and for supporting Projects during external audits and reporting to key stakeholders (i.e. Lenders and Government Authorities).
Responsibilities not limited to;
- Lead the implementation of the project’s Environmental and Social Management System
- Focal Point for all HSSE issues including environmental, safety, security, and social issues
- Maintains and updates HSSE rules, regulations and guidelines, local/international requirements as applicable to the project
- Advises project team on legislative changes concerning HSSE which may affect the Project
- Develop, maintains & monitors the HSSE plans
- Reviews and approves all EPC Contractors’ and subcontractors’ HSSE plans as required,
- Reviews non-compliance and ensures that these are adequately closed out as per the agreed timeline
- Assists in the investigation of any accident / near miss and compiles the necessary reports
- Ensures the implementation and verification of corrective and preventive actions
- Supports the management in the promotion and improvement of E&S awareness
- Communicates with EPC Contractors and subcontractors and advises on their E&S matters
- Participates to all HSSE meetings
- Supports the EPC Contractors’ and subcontractors’ managers in identifying and assessing the HSSE risks of their activities, as well as in defining mitigation measures to control these risks
- Plans, organizes, participates and conducts regular site inspections and HSSE
- Signs off monitoring reports to be shared with Masdar Corporate ESG team and with the Lenders

- Ensure that all relevant reports are completed in a comprehensive, accurate and timely manner, and comply with international principles of corporate governance and standards, and shareholder requirements.
- Contribute to the development of the Project Risk reports and dashboards for presentation to senior management.
- Present regular and ad-hoc management reports as and when required by the Management
Qualifications
Preferred Qualifications:
- Bachelor’s degree in engineering, environmental sciences, social sciences, or related discipline
- Trained and certified Lead Auditor for ISO 9001, ISO 14001, and OHSAS 18001
- Membership in a recognized international HSSE organization is an advantage
Preferred Experience:
- At least 10 years in HSSE management in a large organization including at least 3 years in a managerial role in renewable energy projects (onshore wind is an asset)
- At least 3 years of experience in the management of international E&S requirements of IFC, EBRD, ADB at a construction site
- Experience in CIS region gaining strong knowledge and understanding of local rules, regulations, systems, and processes related to sustainability

- Excellent knowledge and experience in HSSE technical related issues hazard Identification and risk assessment (design and construction)
- Clear understanding of HSSE Management System implementation and international E&S requirements.
- Exceptional communication and interpersonal skills leading to a consultative approach within a corporate / multifunctional environment
- Strong understanding of the complexity and challenges of driving/building a project delivery culture
- Knowledge of ISO standards and requirements
