Job Description

The Social Supervisor / Community Liaison Officer reports to the Social Manager and E&S/HSSE of Project Mega, work in collaboration with the HSSE Regional Manager, Project Manager and Masdar’s Clean Energy ESG Team. This is a site-based position responsible to lead the implementation of the social compliance requirements related to HSSE Management system. The Social Supervisor/ Community Liaison Officer will coordinate all site social risk issues in collaboration with the Social Manager and the Environment and Social Manager of the Project sites and Regional HSSE Manager, providing appropriate levels of social risk management leadership and advice whenever required.

Responsibilities not limited to:

  • Lead Community Engagements through organizing monthly meetings with stakeholders as the per requirement of the SEP, prepare minutes of the meetings, and recording all stakeholder engagement in the stakeholder engagement register.
  • Preparation of the monthly reports on LRP activities implementation progress.
  • Provide input to the construction HSSE KPI reporting tool on continues basis.
  • Coordinate LRP committee meetings monthly and prepare Minutes of meetings.
  • Manage external grievances (from the community) and work with the EPC and PMC to address both internal and external grievances.
  • Record all grievances in the grievance register, fill all required forms in dealing with grievances including closeout forms.
  • Lead engagement on the management of emerging construction related companies and grievances working in collaboration with PMC, EPC, local and national authorities.
  • Address all LESA and Lenders CAP actions related to social issues of the project.
  • Prepare monthly internal implementation progress reports and share with E&S Manager and ESG HQ team.
  • Ensure that social ESAP actions are implemented and reported.

Qualifications

Preferred Qualifications and Experience:

  • Bachelors’ degree in a relevant subject (social or environment or similar fields) with at least five years of professional experience in social sustainability, social standards/safeguards and/or social development (gender, community-driven development, citizen engagement) preferably in and outside Azerbaijan in a similar type of industry.
  • Experience in implementation of Resettlement Action plans (RAP), Livelihood Restoration Plans (LRP), Stakeholder Engagement Plan (SEP) and grievance redress mechanism implementation and working with Lenders shall be an added advantage.
  • Experience in CIS region gaining strong knowledge and understanding of local rules, regulations, systems, and processes related to sustainability

Job-Specific Skills:

  • Experience working on complex, high-risk programs, addressing social risk management aspects of project design and implementation support.
  • Experience with complex involuntary resettlement, social risk management/safeguards are required.
  • Ability to engage effectively with Government, private sector, project beneficiaries and civil society.
  • Fluent in English, Azerbaijani or Russian language skills are a plus.
