Job Description
As the Labour Manager for a mega project, you will oversee and optimize the project’s labour force, ensuring proper systems in place, resource allocation, and labour compliance. This role involves managing staffing levels, working conditions, union relationships (if applicable), and ensuring the smooth coordination between labour needs and business operations.
The manager will work closely with the HSSE Regional Manager, Social Manager, Company’s HSSE Manager, EPC Project Management, EPC HSSE Manager and EPC HR Manager to ensure compliance with labour requirements.
Location: Azerbaijan.
Responsibilities not limited to:
- Ensure that the project has the competent resources to manage and implement labour management programs.
- Ensure that project has the required HR systems in place.
- Ensure all labour-related practices regarding wages, benefits, safety, and working hours comply with local regulations, project’s policy and lender requirements.
- Monitor changes in labour laws and regulations and adjust policies and procedures accordingly.
- Maintain accurate records of labour agreements, compliance audits, and staff certifications.
- Act as a liaison between the organization and employees or unions (if applicable) to resolve any labour-related issues.
- Support in communication with labour unions (if required) on disputes and grievances.
- Promote positive employee relations and ensure fair and equitable treatment of all staff.
- Coordinate with the EPC CLO and SPV social supervisor and social manager to resolve workers related grievances.
- Ensure workers’ accommodation is available as per standards and in line with project requirements.
- Ensure workers’ site welfare facilities are arranged and are aligned with project requirements.
- Coordinate with the Project’s HSSE Department to ensure workers are being provided with the required HSSE induction and training (specifically informed about their rights).
- Coordinate with the Project’s HSSE Department to ensure workers are being provided with the required Personal Protective Equipment.
Qualifications
Preferred Qualifications:
- Bachelor’s degree in human resources, Business Administration, Labour Relations, labour law or a related field.
- Master’s degree will be a plus.
Preferred Experience:
- 5-7 years working experience in labour management and working conditions and/or related fields.
- Experience in labour management, labour rights and labour requirements.
- Working experience Azerbaijan or in CIS region is an asset.

- Excellent organizational and time management skills.
- Analytical mindset with the ability to assess labour trends and optimize workforce planning.
- Proficiency in HR software and Microsoft Office Suite (Excel, Word, PowerPoint).
- English language proficiency.
- Strong knowledge of labour laws, HR practices, and employee relations.
- Strong knowledge and experience with lenders requirements for Labour and Working Conditions.
- Comprehensive knowledge of the national Labour Laws and regulations, and the Labour and Working Conditions requirements of international financial institutions e.g. World Bank, EBRD, ADB, Equator Principles and the IFC.
