Job Description

The Social Manager will be responsible for all resettlement, livelihood, grievances, labour and working conditions MP implementation and stakeholder engagement matters and performance of Masdar’s projects in Azerbaijan and other potential projects in the region. The Country Social manager will coordinate with the site HSSE Managers of each Project and Regional HSSE Manager, providing appropriate levels of social risk management leadership and advice whenever required.


This role will be responsible for ensuring that all project activities are carried out to a high standard in accordance with Masdar requirements and are transparent and supported by appropriate documentation.


The Social Manager will also be responsible for the supervision, audit and support for the implementation of the social aspects of the HSSE Management System across projects, and for supporting Projects during external audits and reporting to key stakeholders (i.e. Lenders and Government Authorities).

Responsibilities not limited to;

  • Lead the country dialogue on key social and social risk management issues across the Masdar projects in Azerbaijan.
  • Provide technical leadership to government, Country portfolio and practices on due diligence required for the preparing and implementing of activities to improve the social sustainability of high and substantial risk projects.
  • Advise project teams, EPC and clients on the implementation of RAP, LRP, SEP, GAP and GRM requirements and tools to handle the social risks and impacts of Masdar financed projects in accordance with the Country, Masdar and lenders policy requirements. These include social assessments, stakeholder engagement plans, labor management procedures, plans for inclusion of historically underserved traditional local communities where applicable, resettlement action plans, environmental and social impact assessments, gender-based violence risk assessment and action plans, and environmental and social management plans as determined by the needs and impacts of a project.

Qualifications

Preferred Qualifications:

  • This is a challenging position suited to constructive, highly motivated team players with an eye for detail, understanding the bigger picture context of operations, and creative problem-solving abilities. The successful candidate should have extensive experience in social risk management, implementation of safeguards policies and lenders requirements, including Land Acquisition, Restrictions on Land Use and Involuntary Resettlement Grievance Redress mechanism and Stakeholder Engagement.
  • Comprehensive knowledge of the national resettlement laws and requirements of international financial institutions e.g. World Bank, EBRD, ADB, Equator Principles and specifically the IFC Performance Standards and their applicability to emerging markets Specific experience on involuntary resettlement would be very valuable Exceptional communication and interpersonal skills leading to a consultative approach within a corporate / multifunctional environment Strong understanding of the complexity and challenges of driving/building a project delivery culture

Preferred Experience:

  • Advanced university degree (master’s) in relevant social science (e.g., Sociology, Anthropology, Economics, and Political Science, environmental sciences’) or related relevant fields with a minimum of five years working experience.
  • A candidate with bachelor’s degree should have at least a minimum of eight years of professional experience in social sustainability, social standards/safeguards and/or social development (gender, community-driven development, citizen engagement) preferably in and outside Azerbaijan in a similar type of industry.
  • Experience in implementation of Resettlement Action plans (RAP), Livelihood Restoration Plans (LRP), Stakeholder Engagement Plan (SEP), La and grievance redress mechanism implementation and working with Lenders shall be an added advantage,
  • Experience in CIS region gaining strong knowledge and understanding of local rules, regulations, systems, and processes related to sustainability
  • Proven ability to work in and actively contribute to teams and champion a positive team dynamic.
  • Fluent in English, Azerbaijani or Russian language skills are a plus.
