Position: PeopleSoft HCM Upgrade SME-Washington, DC-#IUI1977/290899
Location: Washington, DC
Duration: 12 Months +
PeopleSoft HCM Upgrade SME Level 7 - 15 year + Master's Degree
The Government of the District of Columbia, Office of the Chief Technology Officer (OCTO) is seeking a contractor to technical upgrade SME services for the District of Columbia Governments PeopleSoft Human Capital Management application.
The following are a number of requirements and tasks that the contractor must project manage and oversee as the PeopleSoft HCM Program / Project Manager as a part of the scope of work.
1. Upgrade Initiation and Planning Develop upgrade technical roadmap and management plan for all initiatives
2. Scope Definition Working with project stakeholders, develop technical scope definition document
3. Requirements Document Oversee and manage the development of the upgrade functional and technical requirements document
4. Proof of Concept / Prototype Manage the development/configuration and delivery of a conference room pilot that consists of a proof concept and prototype presentation of the upgrade.
5. Business Process Diagrams Manage the development of Technical Upgrade Process Diagrams that cover end-to-end processes
6. Interface / Analytical Tools Manage the development of any interfaces or analytical tools
7. Configuration / Development Manage the configuration and technical development effort
8. Technical Upgrade Project Deployment Management, Coordination and Go-live Partnering with other stakeholders, execute the upgrade technical deployment management plan and ensure successful deployment of the project. Provide periodic and ad-hoc reporting to stakeholders as necessary. Manage the development of the project dry-run and cut-over plan. Manage the execution of the deployment tasks
Preference will be given to DC Residents and residents of the local metro area.

Qualifications
Required Skills:
1) 20 years experience in MIS / Software Engineering / Computer Applications required
2) 12 years experience in PeopleSoft Upgrade Technical SME / Project Management Experience (including HCM 9.1) required
3) 2 years experience in PeopleSoft HCM 9.1 Developer Experience required
4) 12 years experience in Overall PeopleSoft HCM Experience required
5) 15 years experience in SDLC Experience required
6) 8 years experience in State or Local Government projects required
7) 12 years experience in Oracle RDBMS required
8) 4 years experience in PeopleTools 8.50 or higher required
9) 12 years experience in People Code, SQR, Integration Broker, Application Designer, App Messaging required
10) 6 years experience in Oracle 11G required
11) 6 years experience in HTML, XML, XML Publisher required
12) 3 years experience in Oracle SOA / Web Services is highly desired
13) 12 years experience in MS Project required
14) 15 years experience in MS Office required
15) 12 years experience in MS Visio required
Degree requirement: Master’s Degree (MIS, Computer Science or Related Field) required
