Healthcare/Insurance background be the best fit for the project 

Must have Medicare / Medicade experience. 

The Sr. BA needs to be a leader and has to have experience in driving the business requirements process…This person will likely be called the Requirements Manager if they truly qualify. The leadership part is really a personality trait…you'll know it when you see it.

Required Experience:

 

• Need to have solid healthcare experience (things like working with or for CMS on a healthcare project)
• Experience with Service Orientated Architecture
• eligibility or enrollment or plan management experience, Medicaid experience (this is the big one), or having direct experience in working with state health agencies.
• But Medicaid experience is the best thing to search for.
• Last but not least, someone who is HIX experienced in any of the previous things would be the touch. 
• Should be well versed with business process modeling (BPMN and UML modeling techniques) and should have experience with business process modeling tools like Enterprise Architect, not just use of Visio (Visio is really not a BPM tool).
• Experience interacting with the architects/designers to assess feasibility of converting requirements into technical designs.
•  Lastly, they both should clearly understand want a traceability matrix is and should have created one themselves.
