Background:
This position supports two applications, Joint Organization Server (JOS) and Office, Secretary of Defense Organization Server (OSDOS). The JOS and OSDOS are currently written in Oracle PeopleCode with an Oracle database. This effort is to re-engineer the applications in JAVA and migrate the contents of the Oracle database to a MySQL database.
Job Description:
The Software Engineer/Developer works with the project team to determine software requirements and plans, designs, develops and implements customized software solutions.
- Develop a plan to transition the JOS and the OSDOS to Java and MySQL. The plan should include user acceptance and testing requirements before transition occurs. Run the current JOS and the current OSDOS and future JOS and OSDOS systems in parallel until such a time that all data and functionality can be transitioned from the old platforms to the new platform.
- Update documentation and process diagrams to show the operation of the new JOS and OSDOS.
- Ensure Authority to Operate (ATO) and other certification and accreditation documentation is up to date to ensure a seamless transition from old to new.
- Design the JOS and OSDOS database structures to accommodate the authoritative data source, Fourth Estate Manpower Tracking System (FMTS), which includes uniformed members (Active Duty, Reserve, National Guard, and Individual Augmentees), civilian employees, non-government billet and position authorizations under Joint Staff and Combatant Command (CCMD) Headquarters organizations. Changes may include the addition of organizations or instances of the application in the NIPRNet security domain. They will not include authorizations for Coast Guard or Coalition forces.
- Adapt and migrate existing documented joint equipment authorizations and associated crews in the JOS and the OSDOS to the new platform. The government will furnish the contractor with requirements, platform points of contact and access to joint equipment authorization source data for incorporation into the new JOS and OSDOS.
- Documentation of the OSD, GFM DI Bridge and Department of Defense reference data within JOS and the OSDOS to include its update and dissemination via Enterprise Messaging.
- Adapt existing web interface for external data customers and associated messaging and storage changes required for compliance with requirements established by the GFM DI General Officer Steering Committee.
- Adapt code and data extract, transform and load processes and documentation on the JOS and OSDOS.
Duties and Responsibilities:
- Designs, implements, and modifies software applications following standard corporate software engineering processes.
- Uses version control, issue tracking, and other collaboration tools in accordance with team and industry standards.
- Tests software and evaluates and corrects software deficiencies.
- Participates in requirements analysis and definition, data analysis and modeling, design, configuration, development, and test activities.
- Reports daily progress via phone conference meetings.
- Provides software documentation as required at all phases of the software development life cycle.
- Works with the Program Manager and other team members to provide estimates, scheduling and other inputs required to report on project status.
- Provides inputs to the team monthly report.
- Works with Joint Staff personnel to ensure successful deployment and daily operations of the applications.
- Occasionally attends sessions at the Pentagon to provide demonstrations or participate in customer meetings.
- Adhere to all MYMIC Guidelines, Policies, and Procedures
- Adhere to all Government Security and Network Access Guidelines, Policies, and Procedures.
- Maintain required CompTIA Security+ and DoD 8570 OS/CE Certification
- Accomplish all assigned tasks, meet quality standards, and adhere to delivery schedules
- Maintain expertise in developing and testing Java solutions and implementing J2EE architecture, web services, MySQL, and JBOSS.
- Meet with customers and stakeholders to solicit requirements and demonstrate progress.
- Attend Team Meetings
– Provide status of current tasks, planned tasks, deliverable status and issues/concerns
– Notify Task Lead of planned/unplanned absences and any impact to deliverables/service
– Identify risks and mitigation strategies
- Provide inputs to weekly status and Monthly Technical Reports
Preferred Qualifications:
- Bachelor’s Degree in Computer Science/Information Technology or related field.
- Must be proficient in JAVA programming (minimum 5 years of experience preferred).
- Must be proficient in relational database concepts and implementation including MySQL
- Writing skills very helpful. Candidates must have interpersonal skills and be willing to collaborate with other team members.
- Candidates must have the ability to work with minimum supervision at a Senior/professional level.
