Job Description

MDW Associates is seeking an experienced Financial / Congressional Policy Analyst. This full-time position is located at Fort Belvoir, VA. This position will support our Missile Defense customer, on-site in a government-owned facility and be responsible for continuous analysis of financial execution, congressional activities and defense policies. As part of an experienced team, the candidate will have two primary areas of responsibilities. 

The first will be to track congressional legislation, hearings, and other activities that may impact the Missile Defense Agency’s acquisition programs and policies. The candidate will assist in the coordination and preparation of legislative proposals, issue papers, responses to Congressional or senior leadership inquiries, and fact papers. Other requirements include analysis of federal statute, defense regulation, and defense policy; preparation of senior officials for appearances before Congress; preparation of read-ahead materials for senior leadership meetings; coordination of responses to Questions For the Record; and provide educational training on the defense legislative and budget processes.

The second will be the to assist the MDA Comptroller in the Execution Stage of current Fiscal Year (FY) actions, taxes, appropriations and rescissions within the Agency. This includes assisting in the development, review and implementation of project-level budgets and spend plans; and conduct regular and recurring reviews of resource utilization to identify issues that might impact the program’s overall objectives. The candidate will identify, develop, review, and reconcile budget and financial data sets and update and maintain data sets as dependent on data availability for the government to access to make decisions.

Qualifications

  • US Citizen
  • Current DoD Secret or Top Secret Clearance
  • Bachelor's degree in a related discipline
  • 3+ years’ experience in a congressional office, Executive Branch liaison or policy office, and/or political advocacy office.
  • 3+ years’ experience with PPBE (budget execution)
  • Ability to contribute, develop, articulate, author and communicate thoughtful, well organized information, data and concepts in discussions, presentations, decision analysis and options and justifications.
  • Gather, organize and analyze information and data from multiple sources, provide analysis, and prepare decision points, impact and options for development and presentation to management, leadership, OMB and Congress.
  • Experience with appropriation law, PPBE process, budgetary accounting, data, and data relationships.
  • Ability to parse, document and make recommendations on execution processes.
  • Intermediate abilities in MS Excel including data tables, pivot tables, data queries, formulas, VBA, analytical and analysis techniques, report build and format techniques, complex workbook troubleshooting, and charts and graphs.
  • Experience using other MS Office products, including SharePoint, Word, PowerPoint, Visio, Publisher, and Project. Experience in MS Access would be a strong plus.
