Lan Pya Kyel Association (“LPK”) is a non-profit, non-political and non-sectarian organization. It is local organization in Myanmar. LPK is currently providing full comprehensive package of HIV prevention and treatment to vulnerable populations particularly, sex workers and men who have sex with men and Transgender Women. Organization has been implementing HIV and related programs throughout the country since 1st March 2021. Lan Pya Kyel is now inviting applications to fill the following position:
Job Description
- Recruitment and Onboarding
- Lead the recruitment, announcement and selection process in collaborating with hiring managers, and ensure all recruitments are designed to identify and attract high-qualified candidates to LPK.
- Organize and participate in the process of recruiting and interviewing for the potential applicants.
- Monitor the progress of hiring process, update the weekly tracker and inform respective unit and line manager for guidance and necessary action.
- Collaborate with line manager and new employees to prepare the employment agreement and ensure the signature process is completed timely.
- Coordinate with line manager and other units to schedule the induction session for the new staffs and ensure all new employees are provided with comprehensive induction information within the set timeframe.
- Ensure job descriptions for all staffs are updated, organizing the acknowledgement documents of policies and compliance in cooperating with respective head of departments.
- Provide inputs on the procedures, process of new hiring, extension, termination in terms compliance per labour law to staffs and unit heads.
- Performance Management
- Make sure staff performance appraisals are implemented according to timeline from policies and maintain up to date appraisal forms in the personnel files.
- Initiate the performance management processes, including goal setting, performance appraisals, and feedback mechanisms, to identify learning and development.
- Provide support to Managers in handling performance issues and improvement plans.
- Develop succession planning and talent development initiatives to build leadership capacity within the organization.
- Staff Training and Development
- Support to provide the staff trainings for professional development needs and requests, in coordination with line manager.
- Organize in-house and external training programs to enhance employee skills and knowledge through outsources or respective technical units, and evaluate the training effectiveness of the training program and maintain up-to-date training records.
- Lead to conduct the Human resources related trainings, sharing session and meetings in collaboration with other program support staff and operation staff.
- Share the training information and opportunities with relevant staff member and keep record of the progress, completion and improvement.
- HR Policies and Compliance
- Ensure all staff member follow to the existing policies, implementation of LPK HR manual and ensuring all employees to understand.
- Regular review of existing policies and propose to update or revise base on the changes of any law or compliance by collaborating with senior management team.
- Report the updates regarding HR practices, labour law, orders or announcement to supervisor timely and provide inputs to mitigate the potential risks.
- Ensure the trainings are provided to all staffs regarding PSEA, COC, COI and Fraud and to conduct the refresher training quarterly or bi-annually.
- Ensure all staff resignation to be in line with LPK policies, and make sure the exit interviews are organized with the resigned staff.
- Strategic HR Leadership
- Develop and implement HR strategies that support the Programme Strategic Plan and organizational objectives.
- Serve as a trusted advisor to the Executive Director and Senior Management Team on people management, organizational development, workforce planning, and change management.
- Lead HR initiatives that strengthen organizational effectiveness, employee engagement, and a positive workplace culture.
- Employees Relations and Engagement
- Develop programs on employee relations and other organizational initiatives to build
a strong employee relation with the staff.
- Suggest and support to employees in solving out the complaints or issue in line with policies and compliance.
- Coordinate with unit head and management and lead to provide the workshop, event or staff party for employees’ welfare programs.
- Take part in disciplinary procedures and investigations in accordance with LPK practices and local labour law.
- Payroll and Benefits Management
- Supervise compensation and benefits administration, including payroll calculation to ensure it is per compliance with labour laws and completed within a deadline.
- Work closely with Finance Department in payroll transfer process, for benefit entitlement and any change of HR data.
- Ensure the leave entitlement, taken by staffs, accuracy and calculation of leave benefit are in line with policies and up to date in the leave report monthly basis.
- Initiate the life insurance process for renewal or new service purchase in collaboration with administration unit and ensure it is completed before expiry.
- Prepare the weekly and monthly staff benefit tracker based on the changes or new staffs and submit to supervisor in a timely manner.
- Check regularly i-connect system and generate the time sheet report timely, leave report monthly basis and ensure all staff members submit the time sheet correctly within the timeframe.
- HR Administration and Reporting
- Maintain the proper time sheet system, suggest the effective way for smooth functioning and track regularly the data in the system.
- Maintain HR records, filing and all personnel related documents in each staff personnel file, ensure those are up to date and keep the data and information confidentiality.
- Conduct regular team meetings to review objectives, address challenges, track, progress and report the status of staff hiring, turnover and resource management.
- Prepare and submit regular reports of Human Resources related matters and assignment to Supervisor.
- Participate in the senior management meeting, other partners and donors
- Represent LPK as a focal person of HR unit and provide inputs, necessary information to donors, partners and senior team member.
- Involve in the event, meetings, workshop within the organization and provide technical inputs relating to human resource session.
- Serve as HR focal to support for internal, external and donor audits.
- Participate the donor meeting, partnership meeting, HR technical working group meeting and share updates within the organization.
Qualifications
- Holds a Bachelor’s degree supplemented by a diploma in Human Resources Management; a Master’s degree in Business Administration or Public Administration is highly preferred.
- Brings a minimum of 7 years of progressive HR experience, including at least 4 years in a senior or supervisory capacity.
- Possesses comprehensive, up-to-date knowledge of labor laws, HR best practices, organizational development, and training methodologies.
- Demonstrates strong analytical thinking, sound judgment, and creative problem-solving abilities.
- Skilled in facilitation, decisive decision-making, and delivering high-quality report writing.
- Good communication skills in English.
- Highly organized, flexible, and able to adapt to shifting workloads and schedules.
