Lan Pya Kyel Association (“LPK”) is a non-profit, non-political and non-sectarian organization. It is local organization in Myanmar. LPK is currently providing full comprehensive package of HIV prevention and treatment to vulnerable populations particularly, sex workers and men who have sex with men and Transgender Women. Organization has been implementing HIV and related programs throughout the country since 1st March 2021.  Lan Pya Kyel is now inviting applications to fill the following position:

Job Description

1.Clinical and Program Team Supervision and Coordination

  • Provide overall supportive supervision and coordination of clinical and program teams across assigned sites.
  • Lead, organize, and facilitate monthly site meetings to ensure alignment with program goals and operational priorities.
  • Set work objectives and develop action plans for both clinical and outreach teams.
  • Mobilize, motivate, and support team members at all sites to achieve agreed targets.
  • Conduct performance review for directly supervised staff and support intermediary supervisors in preparing evaluations.
  • Responsible for recruitment of the relevant project staff under his/her supervision at project sites, in coordination with the Technical Team, Operations Team and HR Team from LPK HQ.

2. Service Quality, Client Care, and Clinic Operations

  • Ensure efficient client flow and client-centered service delivery across all sites.
  • Monitor and assess the quality of clinical and outreach services to ensure safety, and compliance with LPK protocols.
  • Ensure effective implementation of different programs.
  • Ensure adherence to LPK’s safety, security, and quality standards across all program components.
  • Strengthen collaboration between clinical and outreach teams to improve service integration, coordination, and outcomes.

3. Program Planning, Monitoring, and Implementation

3.1 Program Management and Strategy

  • Participate in needs assessments of key populations to ensure alignment with organizational strategies and program designs.
  • Stay informed on the community context in assigned areas, including MSM, TGW, and SW populations and hotspot trends.
  • Contribute to program design using updated information on population size estimates, HIV prevalence, case management performance, and clinic services.
  • Identify high-risk areas, prioritize outreach locations, and strengthen strategies for improved case finding.
  • Identify training needs and support capacity-building initiatives for staff.
  • Assist the Deputy Director (Operations) and Program Manager in the development of program-related activities and operational plans.

3.2 Monitoring, Supervision, and Performance Improvement

  • Monitor monthly program data to ensure progress toward project targets and improved performance outcomes.
  • Follow up on progress toward objectives through reporting systems and identify challenges with proposed solutions.
  • Participate in designing, implementing, and monitoring site-level projects to ensure timely and effective achievement of targets.
  • Support each supervised site in setting work objectives and action plans and follow up through regular review and team discussions.
  • Identify implementation challenges and propose practical solutions.
  • He/she must lead site level monthly meeting and participate actively in coordination meeting held by HQ.
  • Ensure the implementation of decisions made during review meetings and gather feedback and data from staff and beneficiaries.
  • Visit LPK project sites under his/her supervision according to the approved visit schedule and collect data/information on each site's achievements and challenges from both project staff and beneficiaries.

3.3 Quality Assurance and Compliance

  • Update the LPK monitoring checklist through regular communication with site teams and clients; review quarterly with the supervisor.
  • Verify monthly program data sources and site reports to ensure accuracy and completeness.
  • Ensure confidentiality and ethical handling of sensitive client data.
  • Participate in budget planning, monitor expenditure, and ensure cost-effective use of resources.
  • Identify and mitigate operational, programmatic, and security risks.
  • Ensure high-quality work across all supervised sites and full adherence to LPK protocols, guidelines, safety standards, and service quality requirements.

4. External Representation and Stakeholder Engagement

  • Represent LPK programs at State/Regional level meetings with other implementing partners, local authorities, community groups, and government counterparts.
  • Maintain strong coordination with the NAP/STD team and the respective Township Medical Officer in the region.
  • Provide support to Project Officer during meetings with local authorities as needed.
  • Contribute to donor reporting, program reviews, and external audits.

5. Administrative, Financial, and Logistics Oversight

  • Ensure compliance with LPK finance and administrative guidelines, including HR policies, procurement procedures, stock, and cash management in assigned sites.
  • Monitor stock management, asset use, and cash handling procedures.
  • Any other duty assigned by Supervisors.

Qualifications

  • Must be an M.B.B.S graduate. SAMA validation is more preferable.
  • Have at least 3 years of working experience in public health settings.
  • Strong experiences of working in HIV/TB program (supervision experience is an asset) and / or most at-risk populations of HIV would be an asset.
  • Competent in using basic Microsoft software package (MS Word, MS Excel, MS Power Point, etc.,)
  • Competent English four skills.
  • Must be a great team player.
  • Must have good communication skill.
  • Must have experience in advocacy and effective collaboration with NAP, MOH, and relevant local authorities.
