The Construction Manager provides advanced construction management and technical leadership in support of the S300 mission, subcontracted construction projects, and the Laboratory’s construction and facility infrastructure portfolio. The position leads complex projects from planning and preconstruction through construction, commissioning, turnover, and closeout, while coordinating the work of subcontractors, facility operations, engineering, ES&H, security, commissioning, project management, and program stakeholders.

The Construction Manager supports the S300 mission by ensuring that construction and infrastructure activities are planned and executed safely, efficiently, and compliantly in accordance with mission priorities, operational requirements, facility interfaces, project controls, contract requirements, and Laboratory standards. The role integrates construction activities with ongoing mission operations to minimize disruption while maintaining performance in safety, quality, schedule, cost, and customer satisfaction.

Project assignments may include tenant improvements, facility modifications, renovations, utility and infrastructure upgrades, site development, new facilities, and specialized mechanical and electrical systems. The Construction Manager applies sound judgment and adapts construction strategies to address each project’s technical, operational, safety, security, quality, schedule, and mission requirements.

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. 

• Lead and coordinate complex construction projects, subcontractors, inspectors, project teams, facility stakeholders, and lower-tier contractors; lead associated preconstruction, coordination, progress, and stakeholder meetings.
• Provide construction management expertise throughout the project lifecycle, including planning, design, procurement, construction, commissioning, turnover, closeout, and audit-ready records management.
• Define, manage, and monitor project scope, execution methods, schedules, budgets, contracts, risks, quality, safety, change, productivity, and project controls; implement corrective actions and recovery strategies as needed.
• Coordinate work in active, high-hazard, nuclear, radiation-hazardous, security-sensitive, and operational facilities.
• Conduct constructability reviews and resolve design and construction issues involving drawings, specifications, RFIs, submittals, schedules, field conditions, construction methods, and subcontractor deliverables; develop practical, cost-conscious solutions.
• Develop and implement project-specific safety and quality plans, including job hazard analyses and subcontractor safety programs; coordinate inspections, testing, hold points, shutdowns, Lockout/Tagout activities, commissioning, turnover, compliant installations, and required documentation.
• Provide technical leadership for electrical and specialized systems.
• Communicate project status, decisions, risks, issues, and recommendations to project teams, facility representatives, customers, senior management, contractors, and DOE stakeholders.
• Mentor construction professionals and contribute to training, knowledge transfer, and workforce development.
• Support compliance with DOE Orders, Laboratory and PMO policies, ES&H requirements, applicable codes, standards, and contract requirements.

In Addition at the TSS.4 Level:

• Provide expert-level technical and administrative oversight for highly complex, high-value, high-visibility, mission-critical, line-item, nuclear, infrastructure, or other specialized construction projects; direct multiple project teams, construction managers, inspectors, subcontractors, consultants, and multidisciplinary resources.
• Establish and improve project execution strategies, construction standards, procedures, contracting approaches, project controls, staffing models, risk-management practices, delivery methods, and performance expectations.
• Lead advanced constructability reviews and exercise expert judgment to resolve, or make binding recommendations on, unusual, sensitive, or unprecedented technical, safety, quality, commissioning, and operational issues within assigned authority.
• Serve as a construction-management subject matter expert and organizational representative for assigned programs or specialized projects; advise senior management, project sponsors, DOE representatives, facility leaders, regulators, and external stakeholders.
• Mentor construction managers and project professionals across teams and organizational boundaries, strengthening technical capability, knowledge transfer, and workforce development.

Lead continuous improvements in quality assurance, safety, commissioning, turnover, document control, audit readiness, construction performance, departmental standards, practices, and strategy.

• Ability to obtain and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
• Bachelor’s degree in construction management, engineering, architecture, or related field, or an equivalent combination of education and progressively responsible experience.
• Significant experience leading construction or infrastructure projects, including renovations, utility upgrades, site development, facility modifications, new facilities, and specialized mechanical or electrical work.
• Experience working in active, high-hazard, nuclear, radiation-hazardous, security-sensitive, or operational facilities.
• Advanced knowledge of construction management methods; drawings, specifications, materials, and applicable codes; and DOE, Laboratory, OSHA, NEC, NFPA 70E, ES&H, security, quality, and environmental requirements.
• Demonstrated experience managing project scope, schedule, budget, contracts, subcontractors, suppliers, inspectors, multidisciplinary teams, risks, change, quality, safety, productivity, and customer satisfaction.
• Experience performing constructability reviews; resolving RFIs, submittals, technical documents, field conditions, construction methods, and subcontractor-deliverable issues; and implementing safety, quality assurance, testing, inspection, hold-point, shutdown, Lockout/Tagout, commissioning, turnover, and closeout processes.
• Advanced verbal and written communication, facilitation, negotiation, problem-solving, and conflict-resolution skills; proficiency with project-management, scheduling, cost-control, and document-control software, such as Procore or comparable systems.

In Addition at the TSS.4 Level:

• Advanced degree in construction management, engineering, architecture, or related field; professional registration or certification, such as Professional Engineer, CMAA, or an equivalent nationally recognized credential.
• Extensive experience leading major DOE, federal, national laboratory, nuclear, defense, research, or similarly regulated construction programs and highly complex, high-value, high-visibility, mission-critical, line-item, or security-sensitive projects.
• Experience developing construction execution plans, delivery and contracting strategies, governance processes, staffing models, performance measures, and integrated project controls.
• Advanced experience with critical-path scheduling, cost forecasting, change and risk management, productivity analysis, and delay-recovery strategies.
• Experience establishing construction standards and leading improvements in quality, safety, commissioning, turnover, document control, and audit readiness.
• Experience serving as an organizational technical authority or spokesperson to senior executives, DOE or federal representatives, regulators, facility leaders, customers, and external contractors; mentoring construction professionals and implementing innovative practices, digital construction technologies, or process improvements.

Qualifications We Desire

• Experience at DOE facilities, including knowledge of DOE quality and procurement requirements and familiarity with LLNL’s Integrated Safety Management System.
• Experience using Microsoft Project, Primavera, and AI-enabled tools for project coordination, analysis, reporting, and project controls.
• Experience applying construction planning, contracting, staffing, performance measurement, and project-control practices to complex projects.

Pay Range

$154,950 - $235,692 Annually

$154,950 - $196,476(TSS.3) Annually

$$185,850 - $235,692 (TSS.4) Annually

This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Site 300

Site 300 is an experimental test site operated by LLNL.  Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.
